Site Visit Attendance Sheet for Juvenile Detention Facade Replacement

This document is a site visit attendance sheet related to Collin County, Texas's sealed bid solicitation (IFB 2026-240) for facade replacement at the Collin County Juvenile Detention Center located at 4700 Community Boulevard, McKinney. The project scope includes demolition of existing stucco cladding and fluid-applied weather barriers, substrate repair and patching (estimated 15% requiring repair), installation of new fluid-applied water resistive barriers with flashings and transition membranes, and installation of new Exterior Insulation and Finish System (EIFS) cladding with high-impact mesh reinforcement. Two mandatory pre-bid site visit meetings were conducted on July 27 at 10:00 a.m. and July 30 at 2:00 p.m., with attendance at one session required for bidders. Sealed bids were due August 20, 2026 at 2:00 p.m., and questions and substitution requests were due August 6 at 2:00 p.m. The contract is firm-fixed-price with completion required within a specified number of consecutive calendar days from Notice to Proceed, with contract award anticipated within 90 consecutive calendar days after bid opening. Mandatory mockups include 64 square feet for EIFS work and 10 feet of sealant installation, and the installer must demonstrate minimum five years' continuous experience in similar work.

The opinion of probable construction cost is $240,000. Bid security of 5% is required via certified check, cashier's check, or bid bond. The awarded contractor must furnish performance, payment, and maintenance bonds at 100%, 100%, and 10% of the total contract price, respectively, within 10 consecutive calendar days of award. Comprehensive insurance requirements include workers' compensation with employer's liability of at least $1,000,000, commercial general liability of $2,000,000 per occurrence, automobile liability of $1,000,000 combined, umbrella liability of $2,000,000 per occurrence, and builder's risk equal to the total contract amount. Liquidated damages are assessed at $500 per day for schedule failures. Two alternates are included: Alternate #1 provides deductive credit for mechanical attachment of cement board sheathing, and Alternate #2 is additive for painting new and existing EIFS cladding. Prevailing wage rates apply under Texas Government Code Title 10, Section 2258. Work must coordinate with facility operations, requiring 48 hours' advance notice for any disruptions.
