About this opportunity
Palm Beach County is requesting bids for the Jupiter Plantation Ditch Pipe Replacement project, with bids due August 18, 2026. This is a four-day turnaround; a pre-bid meeting has already occurred (sign-in sheet is posted).
The scope encompasses replacement of a 48-inch reinforced concrete pipe (196 linear feet) with associated endwall structures, auger cast-in-place piles (18-inch diameter, 265 linear feet), riprap bank stabilization, clearing and grubbing, excavation, embankment work, turbidity barriers, performance turf sodding, and fencing. The work includes installation of a Tideflex TF-1 check valve with manatee grate and concrete sealing per structural plans. Design standards reference FDOT Standard Specifications for Road and Bridge Construction (2025–2026 Edition), AASHTO LRFD Bridge Design Specifications (9th Edition), and current FDOT Design Manual. Concrete strength requirements are specified: 5,500 PSI for endwall and pile cap, 4,000 PSI Type 1 grout for auger grouted piles, and 3,000 PSI Type 1 concrete for seals. Reinforcing steel must be ASTM A615 Grade 60. The contractor is responsible for cofferdam design, dewatering, vibration monitoring of existing structures, utility location verification, and restoration including sod replacement.
Bidders must submit a Qualifications and Experience Package demonstrating two similar projects completed within the last five years, with at least one performed under the bidder's firm name. Resumes for all key staff at superintendent level or above, a schedule of owned equipment or rental letters, and a signed certification statement are required. The Department may request FDOT Certification of Current Capacity and Status of Contracts on Hand (Form 525-010-46), detailed financial documentation, licensure information, and letters of final acceptance upon request.
The bid pay-item worksheet itemizes all work, including contingency items for additional excavation, flowable fill, concrete, fence resetting, and tree/palm relocation. An Addendum 1 and RFI form are posted; the county provides procurement documents in alternative formats upon request at ENG-RoadwayBids@pbc.gov.
