About this opportunity
Palm Beach County is requesting sealed bids for the Jupiter Plantation Ditch Pipe Replacement project (Project No. 2022604), with bids due August 18, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting held July 30, 2026 at 3:00 p.m. (webex option available) at the Engineering and Public Works Department in West Palm Beach. Palm Beach County has established a 10% Small Business Enterprise (SBE) subcontracting participation goal; bidders unable to meet this goal must submit good faith effort documentation with waiver requests by the bid due date.
The scope encompasses ditch pipe replacement work including removal and installation of 48-inch reinforced concrete pipe (196 linear feet), 18-inch auger grouted piles (265 linear feet), concrete endwall construction, riprap bank stabilization, duck bill check valves, manatee grate assembly, and ancillary site work including excavation, embankment, clearing, sod installation, and storm sewer pumping. All work must conform to FDOT Standard Specifications for Road and Building Construction (2025–2026 edition) and AASHTO LRFD 9th edition design criteria. Concrete strength specifications range from 3,000 to 5,500 PSI. The project is located at Station 14+15.00 to 14+31.70 in Section 36, Township 40S, Range 42E, and encompasses sensitive environmental areas with manatee protection requirements.
Bidders must submit a Qualifications and Experience Package documenting at least two similar projects completed within the last five years, resumes of superintendency-level staff, and equipment schedules or rental confirmations. Bid evaluation is based on unit prices for construction items specified in the proposal forms. Bid bonds are required for bids of $200,000 and above; a bond waiver program is available for smaller contracts. The contract includes apprentice incentive reimbursement of up to 20% of apprentice wages (maximum $100,000) and Glades Resident Incentive reimbursement of 30% of new employee wages for Glades area residents (maximum $100,000 per employee within a 12-month period). All prime contractors and subcontractors must be registered in the County's Vendor Self Service system prior to award. Subcontractors must be paid within 10 days of the County's payment to the prime contractor per the Florida Prompt Payment Act. Contract documents are available electronically through the County's VSS portal or in hard copy for a $50 non-refundable fee. Questions may be submitted as RFIs to ENG-RoadwayBids@PBC.GOV with subject line "RFI:".
