About this opportunity
The Louisiana Office of State Procurement, on behalf of the Department of Corrections, is soliciting competitive bids for meat and cheese products to supply the DOC Prison Enterprises-Wakefield Meat facility located in St. Francisville, Louisiana. This invitation to bid (RFx Number 3000026202) covers 32 line items totaling approximately 176,050 pounds of various meat and cheese products, including chicken leg quarters, fish fillets, pork and beef products, processed meats, poultry items, and American cheese in both whole loaf and sliced formats. All products must meet detailed specifications regarding processing dates (within 90–120 days of delivery), packaging requirements, weight specifications, case configurations, frozen status, casing types, muscle content, breading percentages, and nutritional requirements, and must comply with USDA and FDA labeling requirements as well as Louisiana Department of Agriculture and Forestry grading and certification standards. Delivery must be completed on or before June 4, 2026, and must occur Monday through Thursday (excluding holidays) between 7:00 a.m. and 1:00 p.m., with vendors required to contact the Wakefield plant manager at least 24 hours prior to delivery to schedule an appointment. All deliveries must be made in refrigerated trucks maintaining adequate temperature control, with pricing submitted on an F.O.B. Destination basis including all transportation, freight charges, inside delivery, unpacking, assembly, and debris removal. Bids must be submitted online through the LaGov vendor portal by the May 19, 2026 bid opening date at 10:00 a.m. CST. The state will award contracts to the lowest responsive and responsible bidder on an individual line-item basis, except for lines 22 and 32 (cheese items), which will be awarded on a grouped basis.
Bidders must be registered in good standing with the Louisiana Secretary of State if they are corporations or limited liability companies bidding for contracts exceeding $25,000, and all vendors must be registered in the LaGov system and provide W-9 forms if newly registered. Vendors bidding on this solicitation must comply with federal requirements including E-Verify, anti-kickback provisions, the Clean Air Act, the Clean Water Act, and prohibitions on discriminatory boycotts of Israel and discrimination against firearm industries. Bidders may claim Louisiana product preferences under specified conditions, including a 10 percent cost differential for Louisiana products and a 7 percent differential for products further processed in Louisiana. Payment will be made via LaCarte Procurement Card for purchases of $5,000 and under, or through Electronic Funds Transfer (EFT) for amounts exceeding $5,000, with payment due within 30 days of invoice or delivery. The solicitation does not specify a total contract award value or budget range; however, the scope of approximately 176,050 pounds of meat and cheese products suggests a substantial procurement. The state reserves the right to award individual line items separately or to reject any bids, and standard contract terms allow the state to terminate for cause with 30 days' notice or for convenience with 30 days' written notice.
