About this opportunity

The State of Illinois, through the Department of Central Management Services (CMS), is procuring trash can and hamper liner products through a sole source contract with Shelby County Community Services, Inc. (SCCS), a qualified not-for-profit agency for persons with severe disabilities. The contract will enable state agencies, governmental units, and qualified not-for-profit agencies statewide to purchase these products on an as-needed basis. The contract term is from April 19, 2023 to April 18, 2024, with no renewal options. The estimated initial contract value is $1,899,543.80. CMS has determined that contracting with SCCS through the State Use Program is in the best interest of the state and is allowed under Illinois procurement law. This contract will provide employment and job training for 25 individuals with disabilities. The State Use Committee has reviewed and approved the pricing as fair and reasonable.

The sole source procurement method is being used to contract with SCCS, a not-for-profit agency for persons with severe disabilities, as allowed under the Illinois Procurement Code. This contract is set aside for qualified not-for-profit agencies and will provide employment and job training opportunities for 25 individuals with disabilities. If the sole source is not approved, it would result in the loss of these employment and training benefits. The contract does not list any incumbents or require integration with existing infrastructure or technology.
