About this opportunity
The State of Illinois, through the Central Management Services (CMS) division, is issuing a sole source contract opportunity to Developmental Services Center (DSC) for the purchase of standard and premium incontinence products in multiple sizes, including bariatric. CMS is establishing a new 1-year State Use, sole source, joint purchase master contract under Sections 20-25 and 45-35 of the Illinois Procurement Code. The estimated value of the initial term is $402,303.12, with no renewal options. CMS has purchased these products from DSC on previous contracts dating back to 2015, and the pricing for this sole source contract is considered fair and reasonable, as it matches the pricing established in the current contract from January 2021. The contract will provide employment and job training for 4 individuals with disabilities through the State Use program, which CMS has determined is in the best interest of the State of Illinois. A sole source hearing will be held, and the contract will be canceled unless an interested party submits written comments or requests a public hearing by September 10, 2021 at 4 PM.
This contract opportunity is designated for a qualified not-for-profit agency for persons with significant disabilities, specifically Developmental Services Center. CMS considered alternative options but determined that contracting with DSC through the State Use program was the most appropriate approach. DSC is the incumbent provider for these incontinence products. The total estimated value of the initial 1-year term is $402,303.12, with no renewal options.
