About this opportunity
The State of Illinois Department of Innovation and Technology (DoIT) is seeking to establish a three-year Joint Purchasing Master Contract (JPMC) with Environmental Systems Research Institute (ESRI) for the purchase of ESRI's proprietary GIS software products and maintenance services. The contract will provide governmental units and qualified non-profit entities across the state the ability to utilize ESRI's enterprise licensing option, which allows for unlimited licensing usage at reduced costs. This contract will replace the existing agreement set to expire on December 27, 2023, and the initial term is from December 28, 2023, to December 27, 2026, with no renewal options. The state has utilized ESRI's GIS products as a standard for over 17 years, and multiple agencies have critical business applications integrated with the ESRI platform. Converting to another GIS solution would be extremely costly and time-consuming, with an estimated $8-10 million in contractual services and FTE costs. The contract will leverage GSA pricing, which provides a 4% discount over the standard annual pricing, and agencies may purchase any items listed on the attached ESRI MPA Price List, with an option for an enterprise licensing agreement to further reduce costs.
The procurement is a sole source, and ESRI is the only authorized provider of its proprietary GIS software and maintenance services in the commercial, state, and local government marketplace. ESRI has authorized certain resellers to resell sole source products, including enterprise agreements, to state agencies in the State of Illinois only. The estimated value of the contract is $4,000,000, and funding will come from state appropriated funds. A public hearing will be held on December 22, 2023, to receive comments on the sole source procurement, and it will be canceled unless an interested party submits written comments or makes a written request for a public hearing by 4 p.m. on December 22, 2023.
