About this opportunity

The State of Illinois, through the Central Management Services - Bureau of Strategic Sourcing (CMS-BOSS), is procuring a one-year master contract for business card services as a sole source award to Transitions, NFP, a State Use vendor that employs individuals with developmental disabilities. This sole source contract will allow all governmental units and qualified not-for-profit agencies in Illinois to purchase business cards on an as-needed basis, with an estimated initial contract value of $24,825. The contract term is expected to begin on December 17, 2021 and end on December 16, 2022, with no renewal options. CMS-BOSS is sole sourcing this contract as Transitions, NFP is the only vendor approved by the State Use Committee to provide these services, which will enable smaller agencies to take advantage of the same pricing as larger agencies and provide employment opportunities for the developmentally disabled.

This is a State Use contract opportunity, and Transitions, NFP has been the sole supplier of business cards to governmental entities in Illinois for over 10 years. The pricing is deemed fair and reasonable based on past history and current market conditions. Without this sole source contract, additional costs would be incurred by agencies making smaller individual purchases, and it would result in a loss of work for the State Use vendor and employment for the developmentally disabled. A public hearing on the sole source award will be canceled unless an interested party submits written comments or requests a public hearing by July 23, 2021 at 4 PM.
