About this opportunity
This cooperative procurement opportunity, issued by the State of Illinois Chief Procurement Office in partnership with Region 4 Education Service Center and OMNIA Partners Public Sector, seeks to establish Master Agreements with qualified offerors to supply Modular Buildings, Portable Storage & Restrooms, and Relocatable Products for all participating entities. The solicitation is open to vendors capable of providing these products to state governments, departments, agencies, institutions of higher education, political subdivisions including school districts, counties and cities, the District of Columbia, U.S. territories, and other eligible entities. The objective is to obtain best value and achieve more favorable pricing through collective purchasing volume compared to individual procurement efforts. The RFP (JPMC OMNIA Partners RFP# 26-06) closes on Thursday, April 2, 2026, at 2:00 PM Central Time, with interested vendors required to download the complete solicitation from the OMNIA Partners portal at https://proportal.sourcewel.l-mn.org. The resulting Master Agreement will feature an initial term of three years, with Region 4 ESC retaining the right to renew for up to two additional years with thirty days' written notice prior to expiration; contract pricing and discounts may extend on a month-to-month basis if needed, limited to six additional monthly terms or the time required to complete a new solicitation. Any Purchase Orders issued within the contract term shall extend the agreement up to one year beyond the stated contract term.
Participation by the State of Illinois and its governmental units is non-mandatory and subject to individual state procurement director approval and compliance with applicable statutory and regulatory provisions. Vendors must register in both the Illinois Procurement Gateway (at ipg.illinois.gov) and BidBuy before contract execution and may be required to meet Illinois Business Enterprise Program goals and contracting objectives with Illinois small businesses. All participating agreements are subject to the Illinois Freedom of Information Act and incorporate the State of Illinois Standard Terms and Conditions, including limitations on sovereign immunity claims, which must be filed exclusively with the Illinois Court of Claims. Participating agreements are contingent upon available appropriated funds, and the State reserves the right to terminate or suspend agreements without penalty if adequate funding is not appropriated or gubernatorial reductions are implemented. Payment will be made in accordance with the State Prompt Payment Act, with late payment charges constituting the vendor's sole remedy for late payments. No specific award values or budget ranges are identified in the solicitation documents provided.
