About this opportunity
The State of Illinois, through the Department of Central Management Services (CMS), is seeking to establish a 10-year contract for a natural gas supplier to provide consistent, non-interruptible firm natural gas delivery services to various governmental units across the state. The awarded vendor will be responsible for acquiring and delivering natural gas supplies, providing timely nominations, monitoring usage, arranging storage, and invoicing. Pricing will include a vendor margin applied to the cost of natural gas, with volumes not secured at a fixed price to be supplied at the NGI Weekly Gas Price Index. The procurement covers approximately 868 accounts with an estimated annual usage of 28 million therms, though actual usage may differ. Vendors must submit completed bid forms, financial disclosures, and other required documentation by the May 4, 2022 due date. A pre-bid conference was held on April 20, 2022 to review the requirements.
The solicitation includes a 13% Business Enterprise Program (BEP) participation goal, with no Veteran Small Business Participation (VSBP) goal. Interested BEP and VOSB firms were requested to contact the buyer by April 18, 2022 to be included in an addendum listing their interest in potential subcontracting opportunities. The current incumbent supplier is Constellation NewEnergy - Gas Division, LLC, with an estimated 10-year contract value of $9,380,000. Pricing is structured with a blended rate of $0.0335 per therm across the Ameren and other utility territories.
