About this opportunity
This is a cooperative procurement solicitation (RFP 3120002320) issued by the State of Mississippi in partnership with NASPO Value Point to establish Master Agreements for the purchase of Fire Trucks and Fire Apparatus. The solicitation is open to qualified offerors and targets state governments, departments, agencies, institutions of higher education, political subdivisions including school districts, counties, cities, the District of Columbia, and U.S. territories, with the State of Illinois and its governmental units authorized to participate on a non-mandatory basis. The primary objective is to obtain best value and achieve more favorable pricing than individual state or local government entities could obtain independently by leveraging the collective purchasing volume of numerous participating entities. The initial Master Agreement term shall be three years, with the option to exercise one-year renewals for up to an additional two years following the initial term upon mutual agreement between the Lead State and Contractor, with a maximum total contract term not to exceed five years. Contract vendors must submit annual certifications confirming continued compliance with the RFP's mandatory minimum requirements and technical specifications. The RFP is scheduled to close on Tuesday, June 2, 2026, at 4:00 PM Central Time, and interested parties must obtain the complete solicitation from the State of Mississippi's Procurement Portal at https://www.dfa.ms.gov/current-bids-and-proposals or through NASPO Value Point at https://naspovaluepoint.org/solicitation-information/.
Vendors responding to this solicitation must register in both the Illinois Procurement Gateway and BidBuy before any contract with the State of Illinois can be executed. All participating agreements will incorporate the State of Illinois Standard Terms and Conditions and may be subject to Illinois Business Enterprise Program goals and contracting goals with Illinois small businesses as specified under applicable state statutes. The participating agreement is contingent upon the availability of funds, and the State of Illinois reserves the right to terminate or suspend agreements in whole or in part without penalty if appropriations are insufficient or if the Governor reduces agency funding based on budgetary considerations. The maximum total term for any participating agreement, including the initial term and any extensions or amendments, shall not exceed ten years. Payments will be made in accordance with the State Prompt Payment Act, with payment terms contained in vendor invoices having no force or effect. All related public records are subject to the Illinois Freedom of Information Act, and any claims against the State of Illinois must be filed exclusively with the Illinois Court of Claims, with the State not waiving sovereign immunity or entering into binding arbitration.
