About this opportunity
The State of Illinois Department of Central Management Services (CMS) has issued an Invitation for Bid (IFB) to establish a joint purchase master contract for the procurement of janitorial supplies and EPA-registered institutional disinfectants. The contract will enable governmental units and qualified not-for-profit agencies to purchase these products on an as-needed basis over an initial 3-year term, with a maximum total term of 10 years. The contract requires that all disinfectant products be registered with the U.S. EPA and consistent with OSHA requirements. Vendors must also provide Safety Data Sheets (SDS) for each toxic substance with each shipment. The contract will be awarded to the responsive and responsible bidder who submits the lowest price. Bids are due by January 5, 2021, and there is no pre-bid conference scheduled.
The contract includes an 11% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal, but no Veteran Small Business (VSB) participation goal. The prior contract (B-17973) was awarded to Occupational Training & Supply for $569,510.05, with 51 of the 68 line items. Payments are subject to the Illinois Prompt Payment Act, and the State may terminate the contract due to lack of appropriations. Interested parties may obtain pricing information from prior related contracts through a Freedom of Information Act (FOIA) request.
