About this opportunity

The Illinois Department of Central Management Services, in cooperation with the Chief Procurement Officer for General Services, has issued an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract for the procurement of institutional wearing apparel. The contract will enable Central Management Services, governmental units, and qualified not-for-profit agencies to purchase a wide range of specified items, including athletic and casual clothing, athletic footwear, coats, jackets, pants, shirts, and undergarments, on an as-needed basis during the four-year contract period. Vendors must agree to accept orders from state agencies via the BidBuy procurement system and deliver items within 5 business days, with backorders delivered within 30 days. Pricing will be firm for the first six months, after which vendors may request price adjustments no more frequently than once every six months, based on changes in the Producer Price Index. The contract has no renewal options, and the total term including extensions cannot exceed 10 years. Subcontracting is allowed, and vendors must disclose any subcontractors receiving over $50,000 annually.

The solicitation includes a 4% Business Enterprise Program (BEP) goal for participation of certified minority-owned, women-owned, and person with disabilities businesses. No small business set-aside or veteran small business goals are included. Interested vendors must submit a Utilization Plan demonstrating how they will meet the BEP goal, either through self-performance or subcontracting. The current environment for this institutional apparel contract includes a certified vendor directory listing approved suppliers for the state, with commodity codes spanning athletic wear, workwear, safety gear, and cleaning/janitorial supplies. The contract is set aside for Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) certified by the state of Illinois.
