The procurement seeks to supply non-sterile examination gloves and disposable gloves on an as-needed basis to all governmental units and qualified not-for-profit agencies within Illinois. All non-sterile examination gloves must be manufactured according to good manufacturing practices, possess an FDA-approved Premarket Notification 510(k), and maintain an Acceptable Quality Level (AQL) of 2.5 per FDA regulations, with compliance to 21 CFR 800.20. The contract carries an initial five-year term commencing December 26, 2026, with a maximum total term not exceeding ten years including renewal periods, with F.O.B. Destination delivery and a $100 minimum order requirement. Vendors must provide pricing that remains firm for the first contract year, with potential annual upward adjustments based on the U.S. Bureau of Labor Statistics Producer Price Index (PPI) item WPU1571, subject to CMS BOSS approval. A pre-bid conference is scheduled for June 4, 2026, at 3:00 p.m. via Webex (call-in: 312.535.8110, access code: 2632 985 4611), with bids due by June 25, 2026. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and worker's compensation insurance as required by law, and must be either the manufacturer or an authorized dealer/distributor with documentation available upon request.

This procurement is exclusively designated as a Small Business Set-Aside Program (SBSA) contract, restricting participation to qualifying small business vendors only. The solicitation also includes Business Enterprise Program (BEP) and Veteran Small Business Participation (VSBP) goals, with bidders required to submit a Utilization Plan demonstrating good faith efforts to meet these participation targets. Prospective bidders must maintain active, unexpired registration in the Illinois Procurement Gateway (IPG) and submit either an IPG Active Registered Vendor Disclosure or a Vendor Disclosure form (formerly Forms A), along with a completed W-9 and certification that no forced labor has been or will be used in the procurement of apparel provided to the State. For contracts with anticipated annual values exceeding $100,000, vendors must disclose any registered lobbyists or agents communicating with State officers regarding the bid and provide information on current and pending contracts with State of Illinois government units. No incumbent vendors or current contractors are identified in the solicitation materials. The State will not guarantee order quantities, and the contract is subject to availability of appropriations and may be terminated for convenience with thirty days' notice or for cause immediately, with subcontracting expressly prohibited.
