About this opportunity

The State of Illinois, through the Department of Central Management Services, is issuing an Invitation for Bid (IFB) for a Joint Purchase Master Contract to provide drugs and pharmaceuticals on an as-needed basis to governmental units and qualified not-for-profit agencies across the state. The contract will have an initial term of up to six (6) years, with no option to renew, and a total term not to exceed ten (10) years. Vendors must provide a secure internet ordering site, maintain a four-week supply of all formulary medications, and comply with all federal and state regulations. Pricing will be based on a percent discount off the vendor's Wholesale Acquisition Cost (WAC) and Public Health Services (PHS) pricing, and the vendor must provide current WAC and PHS price lists, as well as mark-up price lists. The state may purchase drugs directly from the manufacturer if the price is lower than the vendor's contract pricing. Responses to the IFB are due on a specified date, and a mandatory pre-bid conference is scheduled prior to the submission deadline.

The solicitation includes a 9% Business Enterprise Program (BEP) goal for certified Minority, Women, and Veteran-owned business participation, but no Veteran Small Business Program (VSBP) goal. The current incumbent provider is not identified. The state has not disclosed the specific award value or budget range for this contract opportunity, but it will be funded through the Department of Human Services' budget. Vendors must be registered in the state's BidBuy electronic procurement system to be awarded the contract, and they will be required to integrate their systems with the state's PunchOut capability to enable seamless ordering and invoicing.
