About this opportunity
The State of Illinois, through its Department of Central Management Services (CMS), is seeking bids for a Joint Purchase Master Contract to enable governmental units and qualified not-for-profit agencies in Illinois to purchase dry-cell general-purpose batteries on an as-needed basis over a 3-year contract term, with the potential to extend up to 10 years. The solicitation, titled "JPMC BATTERIES, DRY-CELL GENERAL-PURPOSE," requests bids for alkaline, nickel-metal-hydride, and dry-cell large battery types in a variety of sizes and quantities. Pricing must be submitted per the unit of measure on each line item and will remain firm for the first year, with potential economic adjustments permitted annually thereafter based on changes in the Producer Price Index. Bids are due via the BidBuy online system by the specified bid opening date of April 16, 2024. The contract is an indefinite quantity agreement with no minimum order quantity guarantee, and payments are subject to the State Prompt Payment Act.
The solicitation includes a 3% Business Enterprise Program (BEP) goal for minority, women, and persons with disabilities participation, and a 0% Veteran Small Business (VSB) goal. J.P. Simons & Company was selected as the vendor for all 19 line items in the previous contract, which had an estimated award amount of $243,209.00. The Invitation for Bid was published, allowing all prospective bidders reasonable opportunity to bid. The contract does not specify any set-asides or restrictions on the types of organizations that can respond, and the Comptroller will deduct a $15 Minority Contractor Initiative fee from the first check issued to the awarded vendor.
