About this opportunity

The State of Illinois Department of Central Management Services (CMS), in cooperation with the Chief Procurement Officer for General Services, has issued an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract for the procurement of Federally Approved REACT-350 and REACT-M Brand Name crash attenuating terminals and repair parts. The resulting contract will enable governmental units and qualified not-for-profit agencies within the state to purchase these products on an as-needed basis during the contract period, which will commence upon the last dated signature and expire on May 30, 2028. Vendors must submit pricing as a percent discount from the most current manufacturer's suggested retail price (MSRP) catalog. The IFB includes a 9% Business Enterprise for Minorities, Women, and Persons with Disabilities Act (BEP) participation goal, and vendors may request economic adjustments to the MSRP no more frequently than once during any given six-month period after the first six months of the contract. The State will only accept electronic submissions through the BidBuy platform, and a pre-bid conference is scheduled for February 15, 2024, to discuss the BEP and Veteran Small Business Participation (VSBP) requirements.

The contract opportunity is open to all qualified vendors, but the State has provided a listing of BEP-certified vendors that may be eligible to participate. Vendors responding to the IFB must complete and submit various disclosure forms, including the Illinois Procurement Gateway (IPG) Active Registered Vendor Disclosure form if they have an active IPG registration. The contract is expected to be over $50,000 in annual value, and there is no required minimum order. The incumbent vendor for this contract is John Thomas Company DBA John Thomas, Inc., who was awarded the previous contract for a total amount of $1,453,500.
