About this opportunity

The State of Illinois, through the Department of Central Management Services (CMS) in cooperation with the Chief Procurement Officer for General Services, is issuing an Invitation for Bids (IFB) to establish a joint purchase master contract for attenuator crash cushion systems and repair parts. The contract will have an initial term of four years, with the total term not to exceed ten years. Bidders must quote a single discount from the manufacturer's current published retail price list for the full line of products, and the systems must be compatible with existing Energy Absorption Systems products. Bids are due by December 23, 2020, and the contract will be awarded to the lowest responsive and responsible bidder.

The solicitation is subject to a 7% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal. Bidders must be BEP certified at the time of bid submission to count towards the goal. The current incumbent contractor is John Thomas Inc., who was awarded a $8,241,670.31 contract over 48 months with no renewal options. This procurement is not subject to a small business set-aside, and the State may receive a discount for prompt payment.
