The solicitation is structured into three separate groups: Group A for Universal TAU II equipment and repair parts; Group B for Universal TAU-M equipment and repair parts; and Group C for Universal TAU II-R repair parts, with awards being made to the lowest responsive and responsible bidder for each group. All products must be approved by the U.S. Department of Transportation Federal Highway Administration (FHWA) and sanctioned by the American Association of State Highway and Transportation Officials (AASHTO) and/or the National Cooperative Highway Research Program (NCHRP). Vendors must be either the manufacturer or an authorized dealer/distributor and are required to maintain adequate inventory of common repair parts with 24-hour delivery capability to any Illinois location, provide service and parts manuals and schematics within fourteen days of request, and ensure all deliveries are made F.O.B. Destination with minimum order requirements of $500. Pricing shall be submitted as a single percent discount from the Manufacturer's Suggested Retail Price (MSRP) for each line item, with equipment catalog lines showing MSRP amounts of $450,000 and repair parts and accessories lines showing $220,000; pricing must remain firm for the first year following execution, after which one upward price adjustment may be applied no more frequently than once per twelve-month period, subject to approval by CMS BOSS and governed by the U.S. Bureau of Labor Statistics Producer Price Index (PPI) for iron and steel or MSRP adjustments. The contract has an initial term commencing upon final execution and ending May 30, 2028, with a maximum total term not exceeding ten years including any renewal periods. Bids are due May 28, 2026, and must remain firm for 90 days from opening.

This procurement is not designated as a small business set-aside, and no specific set-asides exist for minority-owned, women-owned, or veteran-owned businesses. However, preference will be given to products manufactured in the United States unless unavailable in reasonably available quantities, priced 12 percent or more higher than comparable foreign products, substantially lower in quality, or if purchase of foreign products better serves the public interest. Vendors must submit either the Blank Vendor Disclosure (formerly Forms A) if not registered with the Illinois Procurement Gateway (IPG) or the IPG Active Registered Vendor Disclosure (formerly Forms B) if they maintain active IPG registration; failure to submit the appropriate disclosure documentation may render a submission non-responsive and result in disqualification. All vendors must provide General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability insurance of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law, all naming the State as an additionally insured party. A $15 fee is required from any bidder awarded a contract of $1,000 or more to cover Minority Contractor Opportunity Initiative expenses. All agreements with the State of Illinois will include Standard Terms and Conditions and Standard Illinois Certifications, and the State reserves the right to terminate the contract for cause with immediate notice, for convenience with thirty days' notice, or due to unavailable appropriations. No incumbent vendors or current contractors are identified in the solicitation materials.
