About this opportunity

The City of Hollywood, Florida Public Utilities Department is requesting bids on interim drainage improvements at the FDOT I-95 ditch and Johnson Street under IFB-394-26-JM, with bids due September 22, 2026 at 3:00 p.m. The prime contractor must maintain active Florida General Contractor licensure and current FDOT prequalification in Drainage (DR) classification at bid opening and through award—a mandatory eligibility filter.

The scope includes raising the eastern top-of-bank of the FDOT I-95 ditch to approximately 5 feet NAVD, re-grading the ditch south of Johnson Street to improve storage and conveyance, and installing a new large-capacity culvert beneath Johnson Street with canal work to provide positive outfall to the City's drainage system in Sunset Park. Work encompasses excavation (1,745 bank cubic yards), grading, stabilization, maintenance of traffic, utility coordination, site restoration, erosion control, and compliance with all permit conditions and agency closeout requirements. The bid form includes 26 line items for labor and materials plus allowances totaling approximately $330,000 for permit fees, utility locates, contingencies, contaminated material handling, environmental contingency, and density testing.

The contract term is 210 calendar days from award, with substantial completion required within 180 days and final completion within 30 days thereafter. The City reserves the right to extend for up to an additional 120 days. Insurance requirements include $1,000,000 each occurrence/$2,000,000 general aggregate commercial general liability, $1,000,000 combined single limit auto liability, $1,000,000 contractors' pollution liability, and builder's risk at 100 percent of total project cost with AOP deductible not exceeding $25,000. Pricing must remain valid for 120 days from solicitation opening. Award will be made to the responsive and responsible bidder with the lowest price; tie-breaking criteria prioritize drug-free workplace certification, local vendor preference, proximity to the project site, and minority-owned or disadvantaged business status among FDOT-prequalified bidders. A non-mandatory pre-bid meeting is scheduled for August 31, 2026 at 3:00 p.m. via Microsoft Teams. Questions are due September 8, 2026 at 5:00 p.m.
