About this opportunity
Escambia County Facilities Management Department is seeking competitive bids for the Johnson's Beach Information Signs project, which involves installing two concrete pads and digital reader board signs in Florida. The project requires a contractor to construct concrete foundations at two specific locations: the southwest end of Theo Barr's Bridge and the Perdido Key Park 2 entrance. The signs are Watchfire reader boards, model #2219iSA, measuring 41" x 87", and the contractor must also provide complete power connections, including boring under Perdido Key Drive for the northern sign and connecting to an existing pole for the southern sign. A non-mandatory pre-bid meeting is scheduled for January 7, 2026, at 9:00 a.m. at the Gulf Island National Seashore Warehouse, with questions due by January 9, 2026, at 12:00 p.m. Bid submissions are due electronically by January 13, 2026, at 2:00 p.m., and the project must be substantially completed within 60 consecutive calendar days from the Notice to Proceed, with an additional 30 days allowed for final completion.
While no specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the documentation, the project does have specific financial and insurance requirements for potential bidders. Contractors must submit a bid surety equal to 5% of the total bid price and, if awarded the contract, provide performance and payment bonds covering 100% of the contract value. Insurance requirements include workers' compensation, general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and business auto liability ($1,000,000 per accident). Bids are to be submitted as lump sum pricing with itemized costs across six line items, including concrete footings, sign installation, power connections, and a 10% owner's contingency. Liquidated damages of $904.00 per calendar day will be assessed for failure to meet project completion deadlines. While no specific budget range is explicitly stated, the comprehensive insurance and bonding requirements suggest a project of significant scale and complexity.
