The City reserves the right to reject any contractor without previous experience on projects of similar nature and complexity. The scope encompasses reconstruction of Johnson Avenue from Rome Street to Barnes Avenue and Barnes Avenue north approximately 250 feet, including installation of new 18"–60" storm sewer piping and drainage structures; new 8" sanitary sewer main piping and manholes; new 8" and 12" water mains; utility service reconnections and relocations; demolition and saw-cutting of existing pavement; milling and overlay; full-depth pavement and curb-and-gutter installation; new sidewalks; retaining wall installation; re-striping and re-signing; traffic control; and erosion control (installation, maintenance, and removal). The contractor must coordinate all utility relocations and lane/road/parking lot closures with the City Engineer and maintain ongoing communication with project stakeholders. Partial and full closures of roads and adjacent parking lots are anticipated during construction phases but must be minimized. Proposals will be evaluated on total bid price (50% weight) and quality of work and references (50% weight), with scoring of 1 to 10 per criterion; the contractor with the highest total score will be selected. All bids must be submitted in triplicate with a bid bond equal to five percent of the bid amount, issued by a Georgia-licensed surety company listed in U.S. Treasury Circular 570, or alternatively a letter of credit or bank-guaranteed check from a local bank. The successful bidder must furnish Performance and Payment Bonds each equal to 100 percent of the bid amount.
