Sealed proposals are due by 10:00 a.m. on Tuesday, August 11, 2026, at 315 Bradley Street, Carrollton, Georgia 30117, where bids will be publicly opened and read aloud.
Proposals will be evaluated based on total bid price (50% weight) and quality of work and references (50% weight), with scores of 1 to 10 assigned for each criterion. The contractor with the highest total score will be selected. All bids must be submitted in triplicate and accompanied by a bid bond equal to five percent of the bid amount, issued by a surety company licensed in Georgia and listed in U.S. Treasury Circular 570, or alternatively a letter of credit or bank-guaranteed check from a local bank. The successful bidder will be required to furnish a Performance Bond and Payment Bond each equal to 100 percent of the bid amount. Contract documents must be obtained from Dalton Appleby at dappleby@carrollton-ga.gov or 770-830-2000, with electronic delivery via email and paper copies available upon request. The City reserves the right to reject any and all bids and to reject any contractor without previous experience on projects of similar nature and complexity.

REQUEST FOR PROPOSAL
JOHNSON AVE STORMWATER & STREETSCAPE
CITY OF CARROLLTON
CARROLLTON, GEORGIA
The City of Carrollton (the “City”) is soliciting sealed proposals for furnishing labor, tools, equipment, and appurtenances necessary for the construction of the Johnson Ave Stormwater & Streetscape Project.
Proposals will be received by the City at the Carrollton City Hall Third Floor Conference Room, located at 315 Bradley Street, Carrollton, Georgia 30117, until 10:00 a.m., local time, on Tuesday, August 11, 2026, and then at said office publicly opened and the bid price read aloud.
The project consists of reconstructing Johnson Avenue and associated utilities from Rome Street to Barnes Avenue and on Barnes Avenue from Johnson Avenue north approximately 250 feet. The project will include installation of new 18”-60” storm sewer piping and drainage structures; new 8” sanitary sewer main piping and manholes; new 8” and 12” water mains; reconnecting sanitary sewer and water services;
relocation of existing utilities where necessary; saw-cutting and demolition of existing road and parking lots; milling and overlay portions of existing road; new full-depth pavement and curb and gutter for road and parking lots; new sidewalks; installation of a retaining wall; re-striping and re-signing roadway and parking lots; traffic control; erosion control (installation, maintenance, and removal); and permanent stabilization. The Contractor is expected to coordinate utility relocations with the City Engineer and Utility Owner(s). The City of Carrollton anticipates that the roads and adjacent parking lots will be partially and fully closed during certain phases of construction, but closure of the roads and parking lots will need to be kept to a minimum. The Contractor is expected to coordinate all lane/road/parking lot closures necessary throughout construction with the City Engineer. The Contractor will be required to maintain good communication and coordination with the Project Engineer and the City Engineer throughout construction of the project.
Proposals shall be evaluated by the Engineering Department of the City of Carrollton, GA based on the following criteria:
1. Total Bid Price – 50%
2. Quality of work and references based on examples provided and those developed by the City – 50%
A score of 1 to 10 will be given for each of the above criteria and the scores weighted based on the percentages listed above. The Contractor with the highest total score will be selected for the project.
The City reserves the right to reject any and all Bids, in whole or in part, with or without cause, and to waive informalities, technicalities or irregularities in the Bids or the Contract Documents. Also, this project is of sufficient complexity that the City reserves the right to reject any contractor who does not have previous experience with projects of a similar nature and complexity.
A Pre-Bid Conference will be held for all Bidders at 10:00 a.m., local time, on Tuesday, July 28, 2026, by the City at the Carrollton City Hall Third Floor Conference Room, located at 315 Bradley Street, Carrollton, Georgia 30117. Interested Bidders are encouraged to attend.
The City, in its sole discretion, reserves the right to select the Bidder that it deems most advantageous to the City.
The Instructions to Bidders, Bid Form, Contract Agreement, Drawings, Specifications, forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following:

Contract Documents may be obtained by contacting Dalton Appleby at Carrollton City Hall, dappleby@carrollton-ga.gov or 770-830-2000. Documents will be delivered electronically via email; paper contract documents are available upon request. Contractors must obtain contract documents and be added to bidders list for their proposal to be considered.
By obtaining the contract documents, the bidder agrees to having their company information released to the public as a “planholder.” Copies of the planholders list and bid results will be made available upon request, in accordance with the Georgia Open Records Act, O.C.G.A. § 50-18-70, et seq.
All bids shall be delivered to the City at the Carrollton City Hall, 315 Bradley Street, Carrollton, Georgia
30117, by the time and date specified above. Bids shall be submitted in triplicate, sealed, and mailed or delivered to be received, no later than the above time and date.
Each Bid must be accompanied by a Bid Bond duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the bid. A letter of credit or bank guaranteed check, from a local bank, may be submitted in lieu of bond. Cash or personal checks will not be accepted.
Each Proposal shall be submitted in a sealed envelope with the Contractor’s name on the outside of the envelope. The envelope shall clearly state “Sealed Proposal for the Johnson Ave Stormwater &
Streetscape Project”.
The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and
Payment Bond each in the amount of 100 percent of the Bid.
