About this opportunity
University of North Texas System (UNTS) and its component institutions—University of North Texas, University of North Texas Health Fort Worth, University of North Texas at Dallas, and UNT at Frisco—are requesting proposals for a Job Order Contract (JOC) to provide air monitoring services for asbestos abatement projects, with proposals due August 13, 2026 at 2:00 p.m. CDT. This is a multi-institution contract with a cumulative maximum value of $7 million over a three-year base period plus two optional one-year renewals.
Proposers must hold current Texas Department of State Health Services licensing and certifications and provide proof of all required permits and licenses. The scope requires licensed asbestos air monitoring technicians to observe abatement activities, collect and analyze air samples using Phase Contrast Microscopy, prepare asbestos abatement plans and monitoring reports, and verify contractor compliance with Texas Asbestos Health Protection Rules, EPA NESHAP standards, and OSHA requirements.
Individual job orders are capped at $1 million, with maximum annual job orders not exceeding $1.75 million. Pricing is provided on an hourly basis for on-site inspection and air monitoring, overtime air monitoring, sample preparation and reading, and reports and close-out documents. No escalation is allowed during the contract term. UNTS intends to select multiple vendors and award projects on a rotational or qualifications basis.
Proposers must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, business automobile liability of $1 million, workers' compensation at statutory limits, and pollution liability and remediation coverage of $5 million per incident. The RFP emphasizes VetHUB subcontracting opportunities and requires HUB subcontracting plans for each task work order. Submission is electronic through the UNTS Jaggaer portal. No pre-proposal meeting or public opening is scheduled. Award is anticipated by September 2026. UNTS reserves the right to cancel the contract with thirty days' written notice and makes no guarantee regarding work volume or type.
