About this opportunity
Dorchester County in South Carolina is seeking qualified firms to provide Job Order Contracting (JOC) Services for Stormwater Pipe Lining and Video Pipe Inspections throughout the county. The Request for Proposals (RFP) aims to establish multiple indefinite quantity contracts for ongoing construction services, with individual job orders issued as needed for specific stormwater infrastructure projects. Proposers must submit adjustment factors for prepriced unit rates in a Construction Task Catalog, with separate factors for various work conditions including non-secure and secure areas, normal and non-normal working hours. The evaluation criteria will assess proposals based on four key areas: Firm Qualifications, Safety & Experience (30%), Cost Proposal (30%), Capacity & Availability (20%), and References & Past Project Performance (20%). A non-mandatory pre-proposal meeting is scheduled for December 18, 2025, at 10:00 AM via virtual webinar, with written questions due by January 7, 2026, and proposals due January 15, 2026, at 2:00 PM. Proposers must submit comprehensive documentation including a cover letter, firm qualifications, safety records, cost proposal, staffing plan, client references, and up to ten comparable projects completed after January 1, 2022.
The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises. Contractors must self-perform at least 51% of total labor hours through the working foreperson level, with failure to meet this requirement potentially resulting in contract termination. A 6.00% JOC Administrative Fee will be applied to all job orders, payable to The Gordian Group, the designated contract administrator. The base contract term is one year with four optional one-year renewal terms, both requiring mutual agreement. Contractors will be required to maintain comprehensive insurance coverage, including general liability of $1,000,000 and workers' compensation as mandated by South Carolina law. Performance and payment bonds equal to 100% of job order price may be required, with bond costs reimbursable up to 2% of the job order price. While no specific funding amount is identified in the RFP, payment to contractors will be made within thirty days of approved invoices upon completion of each detailed scope of work, with liquidated damages ranging from $100 to $500 per day depending on the job order value.
