About this opportunity
The County of Orange, OC Public Works, is requesting competitive bids for a Job Order Contract (JOC) for General Contracting Services via electronic submission through its eProcurement Portal, with bids due October 13, 2026 at 2:00 p.m. (IFB-080-3103302-TV). A mandatory pre-bid meeting webinar is scheduled for September 24, 2026 at 10:00 a.m. Questions are due September 30, 2026 at 2:00 p.m.
Bidders must hold a valid California Class B Contractor's License at bid opening and complete a minimum of six similar projects as prime contractor within the past ten years. All work is subject to prevailing wage requirements under California Labor Code Section 1773 and apprenticeship compliance under Labor Code Section 1777.5 for work exceeding $30,000. Twenty-two firms are pre-qualified to bid, including Bitech Construction Company, Blackstone Builders, CTG Construction, DHI Construction, and others listed in the pre-qualification notice.
The contract establishes unit pricing through a Construction Task Catalog (CTC) customized for Orange County by The Gordian Group, Inc., with prices based on September 2026 local labor, material, and equipment costs. Bidders specify two adjustment factors—Normal Working Hours (80% weight) and Other than Normal Working Hours (20% weight)—to four decimal places; award goes to the lowest responsive, responsible bidder. A 1 percent license fee is due The Gordian Group within ten days of each job order. Bids remain valid for 180 days.
The contract term runs one year from February 24, 2027 or upon execution, whichever is later, until the maximum contract amount is expended, with no renewal options. Bidders must post a 10 percent bid bond and execute Labor and Material Payment Bonds and Faithful Performance Bonds in the full contract amount upon award. General liability insurance of $3,000,000, auto liability of $1,000,000, and statutory workers' compensation coverage are required, with the County named as additional insured. Liquidated damages are $500 per day for job orders up to $100,000 and $1,000 per day for those exceeding $100,000. Scope encompasses all general contracting labor, materials, tools, equipment, utilities, and transportation across County-owned and operated facilities, organized by CSI MasterFormat divisions. The County may terminate without cause upon seven days' notice.
