About this opportunity
The City of San Luis Obispo is requesting sealed bids for a Job Order Contract covering labor, materials, tools, and equipment for streets and sidewalk maintenance over a 36-month period, with bids due November 5, 2026 at 2:00 p.m. at the Public Works Administration Office (919 Palm Street, San Luis Obispo, California 93401). Public bid opening will be accessible via Microsoft Teams video conference.
Bidders must hold a valid California Class A Contractor's License and be registered with the California Department of Industrial Relations under Labor Code Section 1725.5. Three reference projects completed within the last five years are required, with at least two delivered as prime contractor for a public agency involving street construction, paving, trench repair, or concrete work. The work encompasses 101 line items across utility trench repair, roadway and concrete failure correction, asphalt concrete overlays, concrete curb and sidewalk repairs, traffic control, pavement markings, tree removal, catch basin work, potholing, and pipe excavation, with estimated quantities ranging from 1 to 8,000 units per line item.
The estimated project construction cost is $1,398,444. Asphalt concrete unit prices are subject to annual adjustment using the California Construction Cost Index at 12-month and 24-month contract periods; the City will pay actual plant price per ton placed plus a 15% material markup, with contractors responsible for providing AC cost documentation through load tickets. The contract is subject to California prevailing wage requirements. Fixed liquidated damages are $500 per day for failure to complete work within contract time.
Bid security must equal ten percent of the bid amount as a certified check, cashier's check, or bid bond. Upon execution, contractors must provide performance and payment bonds each equal to one hundred percent of the total contract price. Subcontracting is limited to fifty percent of the submitted bid; subcontractors performing more than 0.5% of the total base bid must be listed and registered with the Department of Industrial Relations. Normal working hours are Monday through Friday, 7:00 a.m. to 4:00 p.m., with jackhammerting, sawcutting, and demolition work prohibited between 11:00 a.m. and 1:00 p.m. within 500 feet of food service establishments. Award will be made within 60 calendar days after bid opening to the lowest responsive bid submitted by a responsible contractor.
