About this opportunity
Palm Beach County's Facilities Development and Operations Department is seeking competitive sealed bids for Project 19331, the Jim Brandon Equestrian Center Microphone System Replacement located at 7500 Forest Hill Boulevard, West Palm Beach, Florida. This Invitation for Quote/Bid procures the design and installation of a comprehensive wireless microphone system upgrade encompassing three primary lots: Lot 1 (Wireless Microphone System requiring Level 2 Shure Integrated Systems Certification), Lot 2 (QSC Q-SYS Core processor and touchscreen controller installation), and Lot 3 (120 VAC service outlets at twelve locations). The scope includes replacing the existing wireless microphone system, installing a user interface touchscreen for microphone input assignment to speaker zones, installing microphone input receptacles at each arena, and replacing speakers in the covered arena. All work must comply with ESS Multimedia Equipment Guidelines and Public Address Equipment Guidelines, with materials meeting or exceeding Florida Building Code standards. Contractors must substantially complete all work within sixty calendar days from permit issuance during standard business hours (7:00 AM to 5:00 PM, Monday through Friday), provide a twelve-month warranty on all equipment, materials, and labor from substantial completion, and deliver comprehensive submittals including shop drawings, equipment cut sheets, as-built drawings, system manuals, training documentation, and software licenses. A mandatory pre-bid meeting was held on March 5, 2019, at 10:00 AM at the project site. The original bid due date of March 21, 2019, was extended to March 28, 2019, at 2:00 PM via Addendum #1 issued March 19, 2019. Liquidated damages accrue at $80 per day for schedule delays.
Palm Beach County's Equal Business Opportunity (EBO) Program applies to this procurement, requiring all bidders to comply with affirmative procurement initiatives (APIs) and submit Schedule 1 (List of Proposed Subcontractors) and Schedule 2 (Letters of Intent to Perform). All bidders must register in the County's Vendor Self Service (VSS) system prior to submission. For bids of $200,000 or more, bid security of a minimum of five percent of the bid price and public construction bonds are required. All employees assigned to the project must obtain Critical Facilities Background Clearance prior to commencing work. The work is to be performed under Palm Beach County's Annual Contract – Low Voltage terms and conditions as supplemented by the special conditions outlined in the solicitation documents. No incumbent vendors or current contractors are identified in the procurement documents. The final closeout documentation must be delivered within thirty days of Certificate of Occupancy inspection, with all project materials and software licenses transferred to Palm Beach County upon completion.
