About this opportunity
The State of Utah Division of Purchasing, in conjunction with the Division of Forestry, Fire and State Lands, is issuing Invitation for Bid (IFB) JH26-45 for invasive species removal services on approximately 103 acres along Coal Creek in Iron County, east of Cedar City, Utah. The procurement seeks a single contract award to the lowest cost responsive and responsible vendor to hand cut all standing, live, and dead Russian olive and tamarisk vegetation using chainsaws and handsaws, apply herbicide (Triclopyr with surfactant and blue dye) to all cut stumps, and chip all resulting slash and material from the cut trees. Qualified contractors must provide a minimum three-person crew, fully operational cutting equipment, herbicide applicators, chipping equipment, safety gear, warning signs, and all transportation and equipment necessary for project completion. Pricing is structured on a per-acre basis with no adjustments for slope, fuel surcharges, or price escalations permitted after bid submission, and contractors must guarantee all pricing through project completion. The contract must be completed by June 15, 2026, with no extensions allowed due to wildlife habitat timing stipulations, and a pre-work conference will be held at the project site prior to work commencement. While a mandatory site visit is not required, potential bidders are strongly encouraged to inspect the project site to familiarize themselves with general and local conditions that may affect performance and pricing. The bid due date is March 26, 2026, with electronic submission required through the U3P portal, and bidders must comply with Utah Code Annotated 63G-6a and Administrative Code R33, including anti-boycott certifications and restrictions on forced labor products.
No specific set-asides for disadvantaged enterprises, small businesses, or other designated categories are detailed in the solicitation documents provided. No incumbent vendor or current contractor information is listed in the available procurement materials. The scope of work does not indicate requirements for integration with existing infrastructure or specialized technology systems. Payment will be made in one lump-sum final payment following final inspection and completion of actual acres treated, consistent with state standard terms and conditions; partial payments are generally not considered but may be approved at the state's sole discretion with prior written approval. Specific contract award value or budget range information is not disclosed in the solicitation documents. Contractors are solely responsible for equipment protection and may leave equipment at the work site, and no work may commence until a fully executed purchase order or contract is received from the state.
