About this opportunity

The State of Utah Division of Purchasing and Division of Oil, Gas and Mining are seeking professional engineering services for the Price Tunnels 2025 Project through a Request for Statement of Qualifications (RFSQ). The project involves evaluating two collapsed mine adits east of Salt Lake City, with primary objectives including compiling location and engineering information, conducting cultural resource surveys, recommending investigation methods, and preparing custom closure designs for adit stabilization and water control. Vendors must have personnel with expertise in geological investigations, mining engineering, and archaeological surveying, and must possess appropriate federal and state permits. All work must be performed or directly supervised by a professional engineer registered in Utah with a civil or mining engineering license, and an archaeologist meeting Secretary of the Interior qualifications. The evaluation will be based on six key criteria: field investigation, cultural/historic survey, engineering and design, construction specifications, construction oversight, and mapping/surveying services, with each criterion scored on a 0-5 scale. The contract period runs from October 15, 2025, with all deliverables due by December 31, 2027, and the solicitation response is due by September 26, 2025.

The procurement follows Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants, with no specific set-aside designations or restrictions on organizational types mentioned in the documentation. The contract will be awarded to the highest-ranked vendor through a qualifications-based selection method, with negotiations to follow for contract compensation and requirements. Pricing should not be included in the initial submission, and if the top-ranked vendor cannot reach agreement on contract terms, the state may proceed to negotiate with the next highest-ranked vendor. The project is funded through the U.S. Office of Surface Mining and the State of Utah, with contract award subject to fund availability. While no specific budget range is explicitly stated, the contract is structured for a 5-year term with a focus on comprehensive mine site evaluation, hazard mitigation design, and reclamation planning. The procurement emphasizes technical expertise and comprehensive project approach over specific pricing considerations.
