About this opportunity
The City of Long Beach is soliciting bids for Jet A fuel delivery to the Long Beach Heliport under ITB FM-24-370, with bids due February 1, 2024 at 11:00 a.m. PST and an information session on January 11, 2024. A 10% local preference applies to Long Beach vendors; no SBE/MBE/WBE preferences are stated.
The scope covers purchase and delivery of Jet A fuel meeting ASTM D1655 service requirements to a 1,000-gallon aboveground storage tank at 3205 Lakewood Boulevard. Deliveries are scheduled twice weekly on Tuesdays and Fridays between 7:30 a.m. and 3:30 p.m., with completion required within twenty-four hours of order notification. The estimated annual volume is approximately 40,000 gallons (roughly 150 gallons per delivery occasion). The contractor must maintain standard aviation nozzles with grounding connections on hand for direct helicopter fueling, which occurs approximately 1–2 times annually. Retain fees must be included in total cost-per-gallon pricing. The fuel must be delivered to either the tank trailer or directly into resident Eurocopter helicopters.
The contract term is twenty-four months from the award date with an extension option for up to three additional one-year periods at the City's discretion. The anticipated contract start date is March 27, 2024. Pricing is based on the OPIS average weekly price at the Los Angeles terminal plus a fixed delivery differential for the contract period, with separate line items required for freight charges and all rebates and incentives. Payment terms are Net 30; the City is exempt from Federal Excise Tax.
The incumbent is Epic Aviation LLC. The contractor must provide five current references, proof of refinery lines of credit or written supply commitments, and Material Safety Data Sheets at delivery. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation of $1,000,000, and commercial automobile liability of $5,000,000 combined single limit. Compliance with AQMD Ruling 1113, all federal and state fuel standards, and City mandatory certifications (debarment, Equal Benefits Ordinance if contract value exceeds $100,000, and California Secretary of State business status confirmation) is required. Questions are due January 16, 2024.
