About this opportunity
The City of Jesup, Georgia is soliciting design-build proposals for a crew quarters addition to Jesup Fire Department Station No. 1, with Phase 2 proposals due October 29, 2026 and City Commission award scheduled for November 3, 2026. This is a two-phase competitive sealed proposal process under AIA Document A141-2024 with a stipulated-sum contract structure.
The scope is design and construction of a new 3,200-gross-square-foot single-story crew quarters building (approximately 80 feet by 40 feet) connected to the existing station by a 12-foot by 12-foot enclosed connector. The Design-Builder is responsible for foundation design and construction (including in-slab plumbing), metal building superstructure with brick facade matching the existing adjacent building, all permitting, design, construction means and methods, and code compliance. The City will retain responsibility for all interior construction and MEP systems (excluding in-slab plumbing). The conceptual program includes eight bedrooms, four bathrooms, a combined day room and kitchen, laundry facility, two storage rooms, and a riser room for fire sprinklers. The facility is located at 411 West Bay Street, Jesup, Georgia. Substantial Completion is required 177 calendar days (approximately six months) after Notice to Proceed (November 4, 2026).
Phase 1 evaluation emphasized design-build fire-station experience (25 points), key-personnel qualifications (25 points), past performance and references (20 points), project understanding and phasing approach (15 points), and safety record and bonding capacity (15 points). Phase 2 evaluation weights stipulated-sum price at 40 points, technical proposal responsiveness at 30 points, phasing and operations plan at 15 points, and schedule at 15 points. Liquidated damages are $500 per calendar day for delay beyond Contract Time. Retainage does not exceed 5% of progress payments, released at Substantial Completion. The Design-Builder bears all costs for design, permitting, construction, bonds, insurance, and contingencies within the stipulated sum. A pre-submittal conference and site visits are scheduled for October 27, 2026; Phase 2 site investigation and interviews occur October 21–23, 2026.
