About this opportunity

The City of Dallas is soliciting bids to establish a five-year Indefinite Delivery/Indefinite Quantity master agreement for janitorial supplies, trash bags, and liners for use across City departments under solicitation BC26-00029656, with bids due May 29, 2026. A local-vendor preference program allows Dallas firms within 3–5% of the lowest bid to be considered for award.

Bidders are not required to bid all 14 groups but must bid on all sample lines within each selected group to be considered responsive. The City reserves the right to award by line, group, or in total, whichever is most advantageous. Pricing must be submitted as a percentage discount or markup that remains firm for the entire 60-month contract term, with all costs including manufacturing, shipping, and delivery included in the quoted price. Successful bidders must be manufacturers or authorized dealers/distributors with proof of authorization for all brands offered and must demonstrate at least one year of established business experience providing janitorial supplies and trash bags. One knowledgeable person must be assigned exclusively responsible for the City contract.

Bidders must submit $100 bid security (sealed bid bond, certified check, or cashier's check). Regular deliveries must include freight at no extra charge; emergency orders requiring 24-hour delivery may be invoiced separately for expedited freight charges. The estimated expenditures listed on bid sheets are estimates only; actual quantities may vary.

Vendors must provide current manufacturer catalogs or price lists electronically. After contract award, revised price lists may be submitted once every 12 months following a minimum of six months from execution, with price changes effective 30 days after City receipt. The City will pay invoices within 30 days of receipt of correct invoices reflecting delivered goods. Bids must be submitted electronically through the City's procurement portal (https://dallascityhall.bonfirehub.com/login). A pre-bid meeting will be held; thereafter, all communications must be directed to the assigned buyer.
