About this opportunity

The Wisconsin Department of Transportation is soliciting bids for reconstruction of US Highway 14 from Interstate 43 to County Trunk Highway K in Janesville, with bids due December 8, 2026. Work covers removal and replacement of concrete pavement with and without subgrade improvement, mill and overlay of asphalt pavement, dense base aggregate, curb and gutter replacement, storm sewer replacement, pedestrian and bicycle facility improvements, permanent signing and marking, and all incidental items shown on the plans and in the proposal and contract. The opportunity lists Winnebago County (FIPS 55139) as the jurisdiction.

The attached proposal requires coordinated execution of extensive utility relocations, concurrent with or ahead of roadway reconstruction. Utility owners include Alliant Energy (electric), Frontier North, Spectrum, Sharon Telephone, Bluebird Fiber, We Energies (gas), and the Village of Darien (sanitary sewer and water). Alliant Energy plans to begin in November 2026 and finish within six to eight weeks. Other utilities start between late 2026 and early 2027, with durations of 30 to 75 working days. The proposal designates station-by-station utility work along the highway and intersecting roads, including County Trunk Highway X, Park Street, Market Street, Sharon Street, Bella Vista Street, Winfield Court, Sweet Road, and S&D Town Line Road. Support services are anticipated, and the Village of Darien estimates approximately one day of support work at each location requiring water or sanitary main support.

Shoulder closures require at least 16 feet of notification. Lane closures, ramp closures, and modifications to any closure type require three business days' notice. Work on US Highway 14 is prohibited during Memorial Day (May 28–June 1, 2027), Independence Day (July 2–6, 2027), Labor Day (September 3–7, 2027), Darien Cornfest (September 10–13, 2027), and Thanksgiving (November 24–29, 2027).
