About this opportunity

The Maryland Environmental Service is issuing an Invitation for Bids (IFB) for the Janes Island State Park Electric Power Distribution System Upgrade project located in Crisfield, Somerset County, Maryland. This construction procurement solicits competitive sealed bids from qualified contractors to replace aging electrical equipment and upgrade the site infrastructure to accommodate new RV electrical connections and EV charging stations. The scope of work encompasses nine lump-sum bid items including mobilization, electrical work at the Park Office with feeders, disconnect switches, breakers, panelboards, and EV charging stations, Nature Center and Park Store electrical coordination with boat lift and EV charging capabilities, Loop A and Loop C electrical work with RV 50-amp receptacles and switchboard installation, Ball Field Pavilion electrical work and EV charging, temporary power provisions with generators and fuel, all other unspecified electrical work, and training, operations and maintenance manuals, testing, and system startup. Successful contractors must complete all work within 365 consecutive calendar days from the Notice to Proceed and comply with prevailing wage requirements as the contract is anticipated to exceed $250,000. The electronic bid submission deadline is April 2, 2026, at 1:00 PM through the MES Procurement Portal, with a mandatory pre-bid conference scheduled for March 9, 2026, at 1:00 PM via Microsoft Teams and a mandatory site visit on March 17, 2026, at 10:30 AM at the park headquarters. Questions must be submitted by March 25, 2026, at 1:00 PM, and bids will be evaluated on a lowest responsive bid basis from responsible bidders, with liquidated damages assessed at $1,839.00 per calendar day for late completion.

This procurement establishes a 15 percent Minority Business Enterprise (MBE) subcontract participation goal, with bidders required to submit comprehensive MBE utilization affidavits, participation schedules, and good faith efforts documentation, and an additional 5 percent Small Business Preference (SBP) is available for certified small businesses. All bids must include a 5 percent bid bond, and contracts exceeding $100,000 require performance and payment bonds equal to 100 percent of the contract value. Bidders must comply with Maryland's prevailing wage requirements, commercial nondiscrimination policies, submit contractor qualification questionnaires, equipment lists, subcontractor listings, and an Affirmative Action Plan, as well as certify compliance with State of Maryland procurement regulations regarding debarment, conflicts of interest, investments in Iran, and boycotts of Israel. The bid acceptance period is 90 days from bid opening, and contracting documents must be executed within 10 days of award notification. MBE firms are identified through the MDOT MBE Directory, and the Maryland Small Business Development Financing Authority is available to assist with bonding assistance. The anticipated contract value is expected to exceed $250,000 based on the prevailing wage requirement trigger.
