About this opportunity
The Cobb County-Marietta Water Authority is procuring valve and actuator replacement work at the James E. Quarles Water Treatment Plant, with proposals due October 27, 2022. Reynolds Construction of Georgia, LLC was awarded the contract on November 21, 2022 at a verified low bid of $4.088 million.
The scope spans two facility locations: Quarles Plant 2 and the Quarles Raw Water Pump Station on the Chattahoochee River. At Plant 2, the contractor removes thirty-four electric actuators (thirty from filter valves, two from backwash rate-of-flow valves across Filters 1–3 and 7–8) and ships them to the valve manufacturer for installation on new valves, then installs a total of 112 valve-and-actuator assemblies (110 filter assemblies, two backwash assemblies). The contractor also reinstalls the existing electric actuator from Filter 4 onto Filter 8's effluent rate-of-flow valve to maintain plant operations while Filter 7 remains offline. At the Raw Water Pump Station, the contractor installs five actuators on raw water pump control valves across two pump buildings, removes and properly disposes of existing hydraulic oil actuators and accumulators and associated hydraulic systems, and rotates existing Pratt ball valves on Pump No. 4 and Pump No. 5 in Pump Station No. 2. The work also includes removal of all remaining pneumatic actuators, air piping, and appurtenances at Plant 2.
The award document does not identify contract term, renewal options, or funding source. Addendum 2 was issued during the solicitation period, clarifying project scope and operational continuity requirements.
Opportunity text
The Project includes, but is not limited to, the following major elements: •Removal of electric actuators currently installed on the valves of Filters 1-3, Filters 7-8 effluent rate of flow (ROF) valves (FIL07-MV-8, FIL08-MV-8), and the backwash rate of flow (ROF) valves (BW-MV-1, BW-MV-3) at Quarles Plant 2 for shipment by the Contractor to the valve manufacturer to mount to new valves. The Contractor shall install the EIM electric actuator removed from Filter 4's effluent ROF (FIL04-MV-8) on Filter 8's effluent ROF to help with maintenance of plant operations. Filter 7 will remain offline. A total of thirty-four (34) electric actuators shall be removed, consisting of thirty (32) electric filter valve actuators and two (2) backwash ROF electric actuators. The valve manufacturer shall ship the valve and actuator assemblies from the Manufacturer's facility to the Project site. •Installation of a total of one hundred and twelve (112) valve and actuator assemblies, consisting of one hundred and ten (110) filter valve and actuator assemblies and two (2) backwash ROF valve and actuator assemblies at Quarles Plant 2. This includes the valve and actuator assemblies noted above and shall include removal of the remaining pneumatic actuators, all air piping and appurtenances as indicated in the Drawings and the Contract Documents. •Installation of five (5) actuators on the raw water pumps control valves in the two pump buildings (Raw Water Pump Station No. 1, Raw Water Pump Station No. 2) located at the Quarles Raw Water Pump Station on the Chattahoochee River, including removal and proper disposal of the existing hydraulic oil actuators and accumulators, and all hydraulic oil, oil piping and appurtenances. This work shall also include rotating the existing Pratt ball valves on Pump No. 4 and Pump No. 5 located in Raw Water Pump Station No. 2. **See attachment for more details**
