About this opportunity
The State of Illinois, through the Illinois Department of Natural Resources, is soliciting a three-year pipefitting maintenance and repair contract for the Jake Wolf Memorial Fish Hatchery located in Topeka, Illinois, within Schuyler County. The vendor must provide comprehensive labor, materials, and equipment for industrial pipefitting maintenance and repairs on an as-needed basis, encompassing work on the hatchery's water conveyance and distribution systems, including well discharge piping, pressure lines, raceway supply and drain piping, valves, potable and effluent lines, and related structural and mechanical components. Services will be performed at both the main facility and remote well sites located one to two miles away, with maintenance work requiring 24-hour advance scheduling and emergency response within two hours of notification. Vendor qualifications must include a minimum of three years' experience in industrial or commercial pipefitting and water distribution system maintenance, along with OSHA 10 and 30 certifications, certified rigging and crane operation credentials, and certified welding capabilities for stainless steel and ductile iron. Work will be compensated on an hourly basis with separate rates for normal working hours (Monday through Friday, 8:00 a.m. to 4:00 p.m.), scheduled maintenance, after-hours and Saturday work, and Sundays and holidays, with replacement parts and materials billed at cost plus a maximum 15 percent markup. The vendor must maintain an Illinois office as the primary place of employment and comply with prevailing wage requirements established by the Illinois Department of Labor, with all work adhering to applicable federal, state, city, and county codes and warranted free from defects for one year from the goods acceptance date. The proposal due date is March 25, 2026, with the posting date of March 13, 2026.
All vendors must comply with the State of Illinois Standard Certifications V23.1, which establish 33 distinct mandatory requirements covering educational loan defaults, pension incentive restrictions, legal entity verification, collective bargaining agreements, criminal history disclosures, debarment status, state debt delinquency, environmental violations, drug-free workplace certification, equal employment opportunity compliance, lead poisoning mitigation, cybersecurity clearance, Illinois job posting requirements, and restrictions on political contributions and lobbying activities. Subcontractors are explicitly prohibited under this contract, limiting the scope of eligible respondents to prime vendors capable of performing all required services directly. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with auto liability coverage of $1,000,000 per occurrence and workers' compensation insurance as required by law. Contracts of $1,000 or more are subject to a $15 administrative fee deducted from the first payment, and vendors must maintain books and records for three years following final payment or contract completion, or five years if federal funds are utilized. While no specific award value or budget range is disclosed in the contract documents, compensation structure details indicate hourly rates with variable pricing tiers based on time of work performed and materials markup provisions. The contract remains contingent upon appropriation availability and may be terminated without penalty if funding becomes unavailable.
