About this opportunity
The Sacramento County Sheriff's Office is seeking competitive proposals for a comprehensive maintenance and software support contract for closed-circuit television (CCTV) systems at two correctional facilities: Rio Cosumnes Correctional Center (RCCC) and Sacramento Main Jail. The procurement (RFP #2024-RFP-0391) covers maintenance of a complex CCTV camera network operating on FLIR version 9.2.2 VMS, which includes 634 cameras at RCCC and 800 cameras at Main Jail, supported by thirteen archive servers at RCCC and twelve at the Main Jail. Bidders must be FLIR factory-certified technicians capable of providing system troubleshooting, performance enhancement, preventative maintenance, software updates, and emergency repairs with specific response time requirements. Key objectives include ensuring minimal system downtime, enabling remote and facility-wide monitoring, and supporting swift emergency response in a correctional environment. The contract will have an initial term with four potential one-year renewals, for a maximum of five years. Critical dates include a mandatory site visit scheduled for August 28, 2024, and proposal responses due by September 16, 2024 at 11:59 pm. Evaluation criteria will likely focus on technical expertise, response capabilities, and parts/service pricing.
While no specific set-aside designations were explicitly mentioned in the documentation, the current averaged expenditure with the existing vendor is approximately $400,000 per year, suggesting a significant contract value. The successful contractor must provide detailed information about their technical capabilities, including percentage discounts on parts and hourly rates for installation. The system requires integration with existing FLIR VMS infrastructure, necessitating advanced technical knowledge of correctional facility surveillance systems. Contractors will need to demonstrate the ability to support client stations within the facility and remote VPN access, with a critical emphasis on maintaining a safe environment for inmates, staff, and visitors. The contract covers both public and secured areas of the jail facilities, requiring comprehensive maintenance of hardware, parts, and software for the CCTV system. Prospective bidders should be prepared to showcase their technical proficiency, rapid response capabilities, and commitment to maintaining a robust surveillance infrastructure in a high-stakes correctional setting.

The County of Sacramento Sheriff's Office is seeking competitive proposals for maintenance and software support at Rio Cosumnes Correctional Center (RCCC) and Sacramento Main Jail for the close circuit television system (CCTV), video presentation equipment maintenance, and all parts (new or replacement) for the associated systems. The contract period will be for a maximum of five (5) years (initial term, plus four (4) one-year renewals, at the option of the County.
Both facilities, RCCC and Main Jail, are jail-type settings. They are seeking a contractor with the necessary expertise to maintain and support the CCTV camera system tied into the FLIR version 9.2.2 VMS. The cameras, which are visible on a client station anywhere in the facility or remotely using a VPN, require a high level of technical knowledge. The entire camera network continuously records using thirteen (13) archive servers at RCCC and twelve (12) archive servers at the Main Jail. System operability, emergencies, or troubleshooting must be addressed with minimal downtime and fast response to ensure no harm situations.
