About this opportunity

The City of Jacksonville, North Carolina is soliciting Statements of Qualifications from Construction Manager at Risk firms for preconstruction and construction phase services on the Jacksonville Sports and Events Center, a 163,000-square-foot multi-use indoor athletic and event venue, with SOQ submissions due November 13, 2026 at 10:00 a.m. EST.

The scope encompasses comprehensive CMAR services including preconstruction support during design completion and full construction management through project closeout. The facility will support competitive sports, tournaments, community events, exhibitions, and civic uses across multiple levels, with supporting site improvements, utilities, parking, and stormwater systems. The project has advanced to Design Development level; schematic design plans are included as reference materials. The selected CMAR will negotiate a preliminary Guaranteed Maximum Price during design completion, transitioning to final or phased GMPs as construction documents are completed and trade packages are competitively bid. The CMAR must develop the GMP using an open-book approach with full cost transparency, identifying Cost of the Work, General Conditions, CMAR fee, CMAR-controlled contingency, and allowances. Cost savings at project closeout revert to the City unless otherwise negotiated.

Selection is based solely on qualifications, competence, relevant experience, and demonstrated ability to deliver the project successfully; fee proposals are not evaluated. The City has completed preliminary cost estimating and allocated sufficient funding for project completion, though no formal project budget is publicly established. The City anticipates limited negotiation of contract terms and has provided a draft CMAR agreement; material terms and conditions are not substantially negotiable.

Questions are due October 14, 2026. The City anticipates shortlisting and conducting interviews December 14–16, 2026, with CMAR firm selection anticipated for the week of January 25, 2027. Preconstruction services are expected to commence immediately upon contract execution. SOQ submissions must be six bound copies plus one electronic PDF on thumb drive, not exceeding 40 pages double-sided, excluding covers, tabs, and appendices. The CMAR delivery approach follows North Carolina General Statutes 143-64.31.
