About this file
This is a Request for Qualifications (RFQ) issued by the City of Jacksonville, North Carolina for Construction Manager at Risk (CMAR) services related to the Jacksonville Sports and Events Center project. The City seeks highly qualified CMAR firms to provide comprehensive preconstruction and construction phase services for a premier, multi-use indoor athletic and event venue designed to support competitive sports, tournaments, community events, exhibitions, and civic uses. The facility is anticipated to encompass approximately 163,000 square feet across multiple levels and include supporting infrastructure such as site improvements, utilities, parking, and stormwater systems. The project has been developed to the Design Development level, with schematic design plans included as reference materials. The RFQ submission deadline is Friday, November 13, 2026 at 10:00 AM (EST), with questions due by Wednesday, October 14, 2026. The City anticipates shortlisting and conducting interviews during December 14-16, 2026, with CMAR firm selection anticipated for the week of January 25, 2027. Preconstruction services are expected to commence immediately upon contract execution, with the selected CMAR transitioning to general contractor responsibilities following successful negotiation and execution of a Guaranteed Maximum Price (GMP).
Fee proposals are not evaluated as part of this RFQ; selection is based solely on qualifications, competence, relevant experience, and demonstrated ability to deliver the project successfully. The CMAR delivery approach follows North Carolina General Statutes § 143-64.31 and utilizes a preliminary GMP (pGMP) during design completion, which will transition to final or phased GMPs as construction documents are completed and trade packages are competitively bid. The City has completed preliminary cost estimating and allocated sufficient funding for project completion, though no formal project budget has been established. The CMAR shall develop the GMP using an open-book approach with full cost transparency, clearly identifying Cost of the Work, General Conditions, CMAR fee, CMAR-controlled contingency, and allowances. Any savings realized at project closeout revert to the City unless otherwise negotiated. The City anticipates limited negotiation of contract terms and has provided a draft CMAR agreement as an attachment, with proposers advised that material terms and conditions are not substantially negotiable. Statements of Qualifications shall be submitted in six bound copies plus one electronic PDF copy on a thumb drive and must not exceed 40 pages (double-sided), excluding covers, tabs, and appendices such as surety letters.

Request for Qualifications (RFQ) Construction Manager at Risk (CMAR) Services
Jacksonville Sports and Events Center City of Jacksonville, North Carolina
1. Purpose of Request
The City of Jacksonville is soliciting Statements of Qualifications from highly qualified Construction Manager at Risk (CMAR) firms to provide comprehensive preconstruction and construction phase services for the construction of the Jacksonville Sports and Events Center.
The City intends to select a CMAR partner with demonstrated experience delivering complex public facilities through a collaborative, transparent, and cost disciplined CMAR delivery model consistent with North Carolina General Statutes.
Selection will be based solely on qualifications, competence, relevant experience, and demonstrated ability to successfully deliver the project. Fee proposals will not be considered as part of this RFQ.
2. Project Overview
The Jacksonville Sports and Events Center is envisioned as a premier, multi-use indoor athletic and event venue designed to serve a wide range of community, regional, and tournament level programming. The facility is anticipated to support competitive sports, tournaments, community events, exhibitions, and other civic uses. Supporting infrastructure is expected to include site improvements, utilities, parking, stormwater systems, and related amenities necessary for a successful and operationally efficient public facility. Schematic Design level plans are included with this RFQ as an attachment for reference and to support the CMAR’s understanding of project scope. These documents are not intended to represent final design.
The building and associated site improvements have been developed to the Design Development level. The selected CMAR will be expected to begin preconstruction services immediately upon selection and contract execution to support cost validation, constructability review, schedule refinement, and GMP development as the project advances toward construction documents. At the City’s discretion, the project contracts may be phased, and certain project components outside of the building footprint may be bid separately and constructed under separate contracts.
While a final project budget has not been formally established, the City has completed preliminary cost estimating and has allocated sufficient funding to support successful completion of the project. Cost information will continue to be refined through the CMAR preconstruction process.
A draft CMAR agreement is included as an attachment to this RFQ. The City anticipates limited negotiation of contract terms, and proposers are advised not to submit if they are unwilling to accept the material terms and conditions of the Agreement.

3. CMAR Delivery Approach
The City will utilize the Construction Manager at Risk delivery method in accordance with N.C.G.S. 143 64.31 and related statutes.
The selected CMAR will provide preconstruction services during design completion and will, following successful negotiation and execution of one or more Guaranteed Maximum Prices, serve as the general contractor during construction.
Preliminary Guaranteed Maximum Price (pGMP)
The City intends to establish a preliminary Guaranteed Maximum Price (pGMP) during the preconstruction phase to provide early cost certainty while the project advances from Design Development toward completed construction documents. The pGMP is expected to be developed collaboratively and is intended to support informed decision making related to scope, phasing, schedule, and early procurement, while recognizing that design refinement and trade bidding are still ongoing. Establishment of a pGMP does not obligate the City to proceed with construction.
The pGMP shall be based on the Design Development documents, clearly defined assumptions, anticipated phasing, identified allowances, and prevailing market conditions. The CMAR shall prepare the pGMP using an open book approach and shall fully document all cost components, risks, and constraints.
At a minimum, the CMAR shall:
• Work with the City and design team to clearly define the scope of work included in the pGMP, as well as any exclusions or deferred elements
• Identify proposed bid packages, sequencing, and phasing strategies supporting the pGMP
• Provide detailed cost breakdowns separating Cost of the Work, General Conditions, CMAR fee, contingencies, and allowable allowances
• Identify project specific risks, escalation considerations, uncertainties, and document proposed mitigation strategies incorporated into the pGMP
• Identify long lead items or early work scopes suitable for early procurement or early release, if authorized by the City
• Transition to Final or Phased GMP
• As construction documents are completed and individual trade packages are competitively bid, the CMAR shall reconcile bid results with the pGMP assumptions and propose one or more final or phased GMPs. Each GMP shall reflect actual bid pricing, refined scope definitions, updated schedules, and adjusted risk allocations.
• Construction shall proceed only upon written acceptance of each applicable GMP by the City. The City reserves the right to accept, reject, or request refinement of any proposed GMP.

7. Statement of Qualifications Requirements
Submittals shall be concise, well organized, and focused on information directly relevant to the successful delivery of the Jacksonville Sports and Events Center. Firms are strongly encouraged to tailor their responses to this specific project rather than submitting general marketing materials. SOQ Submittal Procedure: Statements of Qualifications shall be submitted in the form of six bound copies with all sections tabbed for easy reference. Additionally, one copy shall be submitted electronically in a tabbed PDF format on a thumb drive to Christy Baysden by the deadline identified in Section 10.
