About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking qualified Offerors to provide comprehensive services addressing unsheltered citizens residing on MoDOT right-of-ways in Jackson County. The procurement, identified as RFP605CO24001977, requires a coordinated approach to notify, offer, and deliver services to unsheltered populations while simultaneously cleaning and maintaining highway right-of-ways. Specific services include decommissioning camps, general trash and debris removal, graffiti identification and removal, brush removal, and line trimming. The contract will run for one year from the date of full execution, with the potential for up to four additional one-year renewal periods. Key proposal submission dates include a June 5, 2024 deadline for questions, with MoDOT providing responses by June 10, 2024, and a final proposal submission deadline of June 13, 2024 at 2:00 PM CDT. The evaluation criteria will comprehensively assess Offerors across four key areas: Experience, Expertise and Reliability (20 points), Qualifications and Expertise of Key Personnel (20 points), Proposed Method of Performance (40 points), and Proposal Fee (20 points).
MoDOT actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. The procurement requires substantial insurance coverage, including $600,000 per person/$4,000,000 per occurrence for general liability and automobile liability, plus mandatory workers' compensation coverage. Potential Offerors must provide their own supplies, equipment, and materials, with no mobilization allowance provided. While no incumbent vendor is specifically mentioned, the contract allows for potential service expansion to adjacent urban sections of Clay and Platte Counties. Electronic submissions through MissouriBUYS are preferred, though hard copy submissions may be permitted with prior approval from the designated buyer. The RFP does not specify a precise budget range, but Offerors are expected to submit a comprehensive, firm fixed-price lump sum proposal covering all required services and potential optional activities.
