3. MODOT RFP GENERAL DESCRIPTION AND BACKGROUND

3.1. General Description

Page:8

This document constitutes a RFP from prospective qualified Offerors to provide services to address unsheltered citizens residing on MoDOT right of way. This would involve notifying unsheltered citizens, offering of services, delivering services, and cleaning up right of way. In addition, should MoDOT resources be available and the Offeror has the capability to provide such services, MoDOT is interested in services for litter, brush removal, graffiti removal and disposal services in the Jackson County area right of ways for the MHTC, as set forth in this RFP. It is the intent of this RFP to have the successful Offeror(s) enter into an

Agreement with MHTC (hereinafter Resulting Agreement), to supply said services as outlined herein.

3.2. Background

MoDOT operates as a customer focused and results driven, state agency under a decentralized organization structure with headquarters in Jefferson City, Missouri and is governed by the Missouri

Highway and Transportation Commission (MHTC), a six-member Commission appointed by the Governor.

The Central Office provides oversight and support to seven (7) geographical districts primarily responsible for delivery of MoDOT's mission and tangible results. Each district contains approximately fifteen percent

(15%) of the total road mileage in the state highway system. MoDOT employs approximately five thousand one hundred (5,100) full-time employees. About eighty percent (80%) of those employees work in the seven

(7) districts with the remainder working in the various divisions within the Central Office facility.

The Missouri Department of Transportation (MoDOT) is responsible for operating and maintaining 33,825 miles of highway and 10,387 bridges along with tens of thousands of signs, signals, lights, and traffic cameras. Our Mission is to provide a world-class transportation system that is safe, innovative, reliable and dedicated to a prosperous Missouri. Along with other public right of ways, unsheltered citizens reside along the thousands of acres of highway right of way that MoDOT maintains. These citizens are not authorized to camp or construct temporary housing on MoDOT Right of Way.

According to the Greater Kansas City Coalition to End Homelessness (www.gkcceh.org), in 2021 there were more than 400 unsheltered individuals in the Kansas City/Independence/Lee's Summit/Jackson County area and over 800 individuals in emergency, transitional, or safe haven facilities for the unsheltered.

People sheltering on MoDOT right of way cause great risk to themselves and the infrastructure due to combustible materials being under bridges. These citizens are also at the mercy of extreme heat and cold.

This life safety risk unfortunately became a reality in January 2022 when an unsheltered camp under an I-70 bridge caught fire tragically killing a woman and closing the interstate for some time. These shelters typically are accompanied with large unsightly amounts of debris, litter/combustible materials, and many times graffiti is in the area.

There are many entities in the region willing and able to help unsheltered citizens find their way to a better life, and in turn, keep the right of ways clean and the transportation system operational. The challenging aspect of solving this problem is that no single entity is equipped to address this issue and there is not a coordinating entity. Not addressing this problem leads to human suffering, an unattractive and unreliable highway system that limits prosperity, and safety concerns for all.

3.3. Contract Period

Page:9

The Contract Period for the performance of the services described in this RFP is from the date of the fully executed Resulting Agreement through one (1) year. The successful Offeror shall perform any and all the services listed herein as often as requested by MHTC for the entire duration of the Contract Period as defined herein at the Guaranteed-Not-To-Exceed Prices submitted by the successful Offeror in response to this RFP.

3.4. Renewal Period

The contract shall not bind, not purport to bind, the MHTC for any contractual commitment in excess of the original contract period. The Commission shall have the right, at its sole option, to extend the contract for up to four (4) additional one-year periods, or any portion thereof. In the event the Commission exercises its options to extend the contract, such extension must be accomplished by a formal contract amendment approved and signed by representatives of the Offeror and Commission, respectively, each of whom being duly authorized to execute the contract amendment on behalf of the Offeror and Commission, respectively.

3.5. Schedule of Events

Below is the schedule that will be followed. Unless otherwise specified, the time of day will be 7:30 a.m. to 4:00 p.m. Central Time. MHTC reserves the right at its sole discretion to expand this schedule, as deemed necessary, without any notification except for the deadline date for submitting a proposal.

3.5.1. May 14, 2024 - Issuance of RFP

3.5.2 June 5, 2024 - Deadline for Offerors to submit written questions and requests for clarification to the

MHTC Representative.

3.5.3. June 10, 2024 - Issuance of Amendment with resolution to any questions submitted.

3.5.4. June 13, 2024 at 2:00pm Central Time - Deadline for submission of proposals.

3.5.5. July 3, 2024 - Anticipated Notification of Award
