About this opportunity

The Maryland State Highway Administration (SHA) is seeking a renewal of the CHART Stream Manager, Video Transcoder, and Streamer Software Maintenance support contract, identified by solicitation number J02P5600010 Skyline Renewal. This procurement is critical for maintaining the state's transportation camera and video streaming infrastructure, which has been in continuous use since 2010 through the Department of Information Technology (DOIT) contracts. The primary objectives include maintaining technology that enables SHA to stream CHART cameras across multiple agency networks, import and view cameras from various agencies, and export videos to local, state, and federal emergency response entities through the MView portal. The contract will support the essential CHART on the Web service, which provides public access to transportation video streams. The solicitation was posted on January 21, 2025, with proposals due by January 31, 2025, requiring vendors to provide comprehensive software maintenance and support for the existing streaming and transcoding infrastructure.

While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears to be focused on specialized technological services with potential implications for technology vendors with expertise in transportation video streaming and management systems. The contract represents a continuation of existing technological infrastructure that has been in place since 2010, suggesting a preference for vendors with demonstrated experience in similar complex transportation technology environments. The procurement supports critical emergency response and public information sharing capabilities across Maryland's transportation network, implying that qualified vendors must have sophisticated technical capabilities in video transcoding, streaming, and inter-agency communication technologies. Although no specific budget range is provided, the strategic importance of the contract and its continuous renewal since 2010 suggest a significant investment in maintaining this technological ecosystem. The contract will enable SHA to continue providing comprehensive video streaming services across the MDOT network and support first responder communication platforms.

Update #2 · Latest ·

SHA is requesting the purchase of CHART Stream Manager, Video Transcoder, & Streamer Software Maintenance support renewal. SHA has been relying on this technology and renewing through DOIT contracts since 2010 to stream CHART cameras of differing types throughout all CHART users regardless of agency without overwhelming the MDOT network. Transcoders also allow CHART to import and view cameras of many other agencies natively in the ATMS as well as export the videos to thousands of other local, state, and federal agencies for coordinated emergency response through the MView portal. This service is vital to our first responders. Finally, the transcoders and streamers are required to share CHART Video on our popular CHART on the Web site. SHA & CHART would not be able to share all SHA and MDTA videos in ATMS nor provide them at all to the statewide MView portal and CHART. Our popular public-facing CHART on the Web service would no longer be available.
