About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Board of Regents of the University System of Georgia, is seeking a qualified commissioning agent through a one-step, qualification-based procurement to provide building commissioning services for Project No. J-440 at Georgia Gwinnett College in Lawrenceville, Georgia. The project encompasses HVAC renewal and central core renovation of Building A, a 124,000-gross-square-foot facility originally constructed in 2001, with a preliminary stated cost limitation of $12,500,000. The scope of commissioning services includes development of the Owner's Project Requirements document, review of the Design Professional's Basis of Design, design phase reviews, construction phase activities, functional performance testing, Test and Balance witnessing, and final reporting across two distinct phases. The project involves commissioning approximately 155 Variable Air Volume units, two types of Building Automation Systems (Automated Logic and Control Concepts Inc./Delta DDC systems), five base-scope 25,000 CFM air handling units, two new N+1 boilers, two 250-ton air-cooled chillers, 10 rooftop units, and 22 constant-volume fume hoods, with potential alternates for additional controls retrofits and building envelope commissioning. Minimum qualifications require current Commercial General Liability Insurance of at least $1,000,000 per occurrence and professional liability coverage of at least $1,000,000 per occurrence, with compliance to the Energy Efficiency & Sustainable Construction Act of 2008 and Georgia Peach certification requirements. The Selection Committee will evaluate submissions based on stability (25 percent), experience and qualifications (45 percent), and suitability (30 percent), with questions due by August 1, 2025, at 2:00 PM, Statements of Qualifications due by August 13, 2025, at 2:00 PM, and evaluation to occur on or before August 22, 2025. Proposers must submit one electronic PDF copy not exceeding 50 pages through the GSFIC Egnyte FTP site, including required exhibits for certification, contractor affidavit, disclosure statement, and commissioning item checklist.
The procurement documents do not identify any specific set-aside designations or restrictions limiting responses to particular types of organizations, nor do they reference any disadvantaged enterprise requirements or preferences. Commissioning & Green Building Solutions, Inc. (CxGBS) has been identified as the highest-ranked firm through the Selection Committee's evaluation process and will proceed to contract negotiations. The project infrastructure requires integration with existing Building Automation Systems, specifically Automated Logic and Control Concepts Inc./Delta DDC systems currently in place, and bidders are permitted to connect to the building remotely during commissioning to pull data and logs from these systems. The central core renovation scope described in the RFQ may be reduced or removed from the project if necessary to maintain budget constraints, and the Georgia Peach certification compliance level—whether basic or enhanced commissioning will be pursued—has not been finalized at the time of solicitation. The preliminary project cost limitation is estimated at $12,500,000, though the final amount may be revised based on programmatic requirements, funding availability, or other circumstances.
