About this file

This is a Question and Answers document for a Building A HVAC Renewal commissioning project at Georgia Gwinnett College in Lawrenceville, Georgia. The project involves commissioning services for an HVAC system renewal that includes approximately 155 Variable Air Volume (VAV) units, two types of Building Automation Systems (Automated Logic and Control Concepts Inc/Delta DDC systems), AHU-6, 10 RTUs, and 22 constant volume fume hoods. The commissioning scope is separated into two phases, with bidders required to submit a single proposal that breaks out fees for each phase separately. Bidders are permitted to connect to the building remotely during commissioning to pull data and logs. The scope includes provisions for alternates covering both AHU-6 and potential controls retrofit/upgrade of the RTUs. Building envelope commissioning may be included, though this has not been finalized; firms are encouraged to include the ability to provide envelope commissioning if required. Georgia Peach certification compliance has not been determined as to whether basic or enhanced commissioning will be pursued.

The central core renovation scope described in the RFQ may be reduced or removed from the project if necessary to maintain budget constraints. The document does not specify pricing terms, set-asides, incumbent information, contract terms, or award dates. Funding sources and amounts are not identified in this Q&A document.

Question & Answers J-440 Building A HVAC Renewal Georgia Gwinnett College Lawrenceville, GA

1. What BAS (building automation system) does the campus or building currently have in place? Is there a campus standard? Both Automated Logic and Control Concepts Inc (Delta) DDC systems on campus. This project could use either.

1. Noting that AHU-1 is a 100% OA lab unit with associated exhaust terminal units, are there any fume hoods, specialized lab exhaust systems, vacuum systems or other laboratory specialty systems included in the scope of this project and/or commissioning? 22 constant volume fume hoods existing.

1. We are estimating/assuming 40 VAVs per AHU (with an average of 650 cfm per VAV), is there an official estimated quantity? Through design phase, there are approximately 155 VAV’s

1. Should the scope include alternates for both the AHU-6 and the potential for controls retrofit/upgrade of the 10 RTUS? YES

1. Will we be able to connect to the building remotely to pull data and logs during commissioning? Absolutely

1. The RFQ language discusses building envelope commissioning. However, Exhibit D, Table 5.6 does not have anything selected for the building envelope. Should the building envelope be included in the scope of this RFQ response? It hasn’t been determined what envelope scope, if any, will be included in the commissioning scope for the project. It is recommended that firms include the ability to provide envelope commissioning if required.

1. In regard to satisfying the Georgia Peach certification, is the intent for commissioning to follow the requirements for basic/fundamental commissioning (which has zero associated points) or enhanced commissioning (which has 10 associated points)? The tasks listed in section 5.2 suggest the intent is for enhanced commissioning, but we do not see this explicitly stated. This has not been determined if we will pursue enhanced commissioning at this point.

1. As the RFQ states the commissioning tasks are separated into two phases, will separate proposals have to be provided at different times for Phase One and Phase Two, or will a single proposal be provided identifying the cost for each phase? A single proposal breaking out fees for each phase will be sufficient.

1. Clarification: If needed to keep the project in budget, the central Core Renovation scope described in the RFQ maybe reduced or removed from the project scope.
