About this opportunity
The City of Homestead Electric Department is requesting proposals for field commissioning services on the replacement of Line #1 (138kV) protection relays, with quotes due August 27, 2026 at 2:00 PM EST via https://secure.procurenow.com/portal/cityofhomestead. Award will not be based solely on price; the city will select the responsive and responsible vendor whose quote is most advantageous considering price, vendor qualifications and licensing, experience with similar work, ability to meet the required project schedule, mobilization time from notice to proceed, and demonstrated capability to complete the project within the department's timeline.
The scope involves complete field commissioning of new Schweitzer Engineering Laboratories (SEL) relays replacing existing ABB RED-670 Line Differential and REL-512 Step Distance relays. Contractor deliverables include verification of SEL-411L and SEL-421 relay setting files, secondary injection testing, CT/PT secondary circuit verification, complete functional and trip checks, and certified, high-legibility test reports. All work must comply with NERC and IEEE testing standards and be performed during pre-scheduled transmission night outages as defined by System Operations, with personnel required to work simultaneously at Lucy and McMinn substations to minimize downtime. The City provides all new hardware, test switches, communication circuits, and SEL relays for contractor pickup.
Pricing is lump-sum for two line items: Base Commissioning Services and Final Test Documentation. All prices must be fixed and firm for the contract term with no additional charges for changes or variations. Quotations remain valid for a minimum of 30 days from the due date.
Contractor must hold valid Florida occupational/business licenses and state registration, proof of E-Verify enrollment, and certificates of insurance including Workers' Compensation with statutory limits, Automobile Liability of $1 million, and Commercial General Liability of $1 million per occurrence and $2 million aggregate. Questions are due August 21, 2026 at 12:00 PM, with responses due August 24 at 5:00 PM. Site visits are available by appointment and require completion of a Site Visit and Indemnification Agreement.
Opportunity text
The City of Homestead Electric Department is seeking proposals from qualified protection and control testing contractors to perform complete field commissioning services for the replacement of line protection relays on Line #1 (138kV). As part of a system-wide modernization initiative, HPS is replacing existing ABB protective relays with utility-standard Schweitzer Engineering Laboratories (SEL) relays. The selected vendor will play a critical role in verifying setting files, performing secondary injection testing, executing complete functional/trip checks, and ensuring seamless integration into the city's 138kV transmission grid.
The awarded vendor will be responsible for end-to-end field testing, verifying CT/PT secondary circuits, and delivering certified, high-legibility test reports upon completion. Because this work requires pre-scheduled transmission outages, the contractor will bring proven technical expertise on SEL protection platforms, strict adherence to NERC/IEEE testing standards, and a strong commitment to substation safety and outage schedule compliance.
Award may not be based solely on price. Award may be made to the responsive and responsible vendor whose quote is determined to be most advantageous to the City, considering price and other factors. Evaluation factors may include price, vendor qualifications and licensing, experience with similar work, ability to meet the required project schedule, mobilization time from notice to proceed, and demonstrated ability to complete project by time provided by the department.
