About this file
This is a proposal document submitted by Powerserve Technologies Inc. (PSTI) to the City of Homestead Electric Service (HES) for protection and control personnel services related to the replacement of line protection relays on the Lucy-McMinn Transmission Line No. 1 (138kV). The project involves engineering, physical removal, and replacement of existing ABB RED-670 Line Differential and REL-512 Step Distance relays with SEL-411L Line Differential and SEL-421 Step Distance/BF line relays at Lucy and McMinn substations. The scope of work includes design engineering with reuse of existing terminal blocks and test switches where applicable, physical relay replacement with fiber optic communication reuse, wiring connections and modifications, settings migration from existing relays, pre-work activities such as detailed wiring change lists and factory testing, contiguous line outages during daylight hours only, functional operation testing to Homestead requirements, and assistance with SCADA breaker testing. The work is structured to minimize impact on the city's electrical system through comprehensive pre-installation preparation and simultaneous work at both stations during a single outage window.
The total project price is $71,653.00, comprised of $37,967.00 for engineering and $33,686.00 for the Lucy-McMinn Substations Line #1 Transmission Relay Replacement, with the lump-sum pricing valid for 30 days from the proposal date of February 27, 2025. Key exceptions to the scope include no engineering seal requirement, no coverage for nighttime or overnight work, and additional charges of $130.00 per hour per person for work outside the defined scope, such as correcting deficiencies from late drawing revisions or additional testing beyond specifications. The contractor reserves the right to charge $7,500.00 as a change order if redesign becomes necessary due to later drawing revisions provided after engineering completion. PSTI notes that mobilization and demobilization charges for multiple clearances are not included in pricing, and permitting is excluded as no specific permitting requirements were identified in the request for quotation.

City of Homestead Electric Service (HES): Lucy-Renaissance Line 1 Relay Replacement:
Powerserve Technologies Inc. (PSTI) is pleased to submit this proposal for protection and control personnel to support Homestead Electric HES Lucy- McMinn Transmission Line No. 1 Relay Replacement.
Scope of Work/Clarifications:
1) Engineering for the removal and replacement of the existing ABB RED-670 Line Differential and REL-512 Step Distance relays with SEL-411L
Line Differential and SEL-421 Step Distance/BF line relays will be provided at Lucy and McMinn substations.
a. HES shall provide the most recent revisions of all drawings required to replace the line relays. PSTI will not be responsible for tracking down revision history.
b. Design will include reusing existing terminal blocks, test switches, and other associated equipment as applicable.
i. HES shall provide any/all new test switches required.
ii. HES shall provide any required DB9/RS485 converters and install any required communications circuits.
c. PSTI shall provide hard copy drawings to modify as part of the engineering and As Installed and Station copies.
2) Physical removal and replacement of the existing relays will be completed by Powerserve Technologies:
a. Remove the existing ABB RED-670 relay and replace it with SEL-411L relaying reusing the existing fiber optic communication.
b. Remove the existing ABB REL-512 relay and replace it with SEL-421. relaying This relay does not have communications assisted tripping
(pilot relaying).
c. Perform all wiring connections and modifications for a complete and operational system.
d. If practicable, Powerserve Technologies will migrate breaker failure functionality into the new SEL-421 relay. The feasibility of moving the functionality will be determined by Powerserve at the time of engineering.
3) Existing settings will be migrated to the new relays without any further analysis.
a. These settings may be default settings should HES not provide adequate documentation of the relay settings and system electrical quantities.
b. DNP mapping will be the same as that for HES Line 4 relays.
4) To minimize the impact to the City’s electrical system, PSTI proposed to perform this work in the following manner:
a. Other prework such as:
i. Developing detailed wiring change lists for all changes to be made to the relay panels at Lucy and Renaissance.
ii. The new settings will be loaded into the new relays and the relays tested in PSTI facilities prior to any work in the substations.
iii. Due to previous issues discovered with the relay replacements for Lines 2, 3 and 4, confirmation of the accuracy of HES’s station drawings by hand-tracing wiring in the panels will be performed if PSTI deems such confirmation is necessary.
b. Line outage will be contiguous, only during daylight hours and as defined by HES System Operations.
c. The protective relays will be replaced during the outage with personnel at both stations working simultaneously.
d. All the protective relays and functional operation will be tested to Homestead testing requirements with the following conditions:
i. Homestead shall provide settings and manuals for any existing relays that are not being replaced as part of this project.
ii. Testing to the end devices will be limited to only the equipment that is out of service.
iii. Due to undefined and vague references on the test forms, Homestead shall provide the documentation and explanation of these references at least two (2) weeks prior to the start of the project. Powerserve will provide queries to get the explanation needed.
e. Also included is assisting HES with the testing of the SCADA breaker open and close controls.
Exceptions:
1) To the best of our understanding no engineering seal is required.
2) Working at night or overnight is not included in the price.
3) Drawing review to identify and correct some issues within the line or other protection is included in the price.
4) Homestead will provide the latest revision of all necessary drawings. Homestead agrees to pay a change order in the amount of $7,500.00 should any redesign be required should any later revisions be provided after the engineering is substantially complete.
5) Should the latest revision of the drawings not be provided, any deficiencies, errors, etc. discovered during the removal and installation will be corrected and be charged hourly at $130.00 per hour per person for the time to find and correct the issues.
6) Any testing not in the scope of work above will be charged at $130.00 per hour per person.
7) Pricing is based on contiguous clearances. Mobilization and Demobilization charges for multiple clearances are not included.
8) Permitting in past projects was not required; since no specific permitting information was provided in the RFQ, permitting is not included in the pricing.
