About this opportunity

Harris County Flood Control District is requesting bids on a one-year contract for the supply of various wildflower seeds and related items under ITB, with bids due August 31, 2026 and a voluntary virtual pre-bid conference on August 19 at 10:00 a.m. CST via Microsoft Teams. Harris County strives to engage historically underutilized minority- and woman-owned businesses and expects vendors to make good faith efforts to assist in meeting contract goals for M/WBEs.

The scope centers on a standardized 40-pound wildflower seed mix containing eleven native Texas species in specified proportions: Texas Blue Bonnets (15%), Plains Coreopsis (15%), Dwarf Red Plains Coreopsis (15%), Black Eyed Susan (15%), Mexican Hat (7%), Showy Primrose (6%), Clasping Coneflower (6%), Lemon Mint (6%), Prairie Verbena (5%), Drummond Phlox (5%), and Partridge Pea (5%). Vendors must also provide individual pricing for six additional as-needed species available for supplemental purchase. Seeds must be sourced from Texas, supplied in clean, unopened 40-pound bags with certification tags, and tested and certified by a commercial or state laboratory no more than nine months prior to delivery. All seeds must meet Texas purity, germination, and labeling standards required for commercial sale. Pricing must be all-inclusive, incorporating labor, materials, equipment, transportation, and disposal with no separate line-item charges. Deliveries occur on an as-needed basis to the Michael Talbott Service Center–Distribution Center at 10770 Vinecrest Drive, Houston, Texas 77086, and must be accompanied by a signed Harris County purchase order.

The contract includes four optional one-year renewal periods subject to Commissioners Court approval and identical terms and pricing. Harris County reserves the right to award to multiple vendors as primary and secondary suppliers and may terminate the contract at any time without obligation to purchase specified products. All bidders must complete Texas Form 1295 prior to submission.
