About this opportunity

The Board of Education of St. Mary's County on behalf of St. Mary's County Public Schools (SMCPS) is soliciting sealed bids for the supply, installation, service, and maintenance of public address systems throughout the school system. The procurement scope requires experienced and qualified contractors to remove existing intercom equipment and install Telecor e-Series equipment (or substantially equivalent alternatives) at multiple SMCPS school and office locations. Key deliverables include equipment removal, furnishing and installation of replacement systems with components such as emergency displays, call switches, and speakers in classrooms and hallways, integration with the existing AVAYA IP office phone system, installation of master clock systems, and provision of comprehensive training to site administrators, front office staff, Safety and Security personnel, and IT technicians at no additional cost to SMCPS. Contractors must also provide ongoing PA system service, maintenance, and repair for isolated events system-wide as required. The deadline for submission of questions is May 26, 2026, at 1:00 p.m. local time, with sealed bids due June 10, 2026, at 1:00 p.m. local time through electronic submission via the eMaryland Marketplace Advantage (eMMA) website. Required qualifications include a Contractor's Statement of Experience demonstrating five years of continuous operation and two completed projects in school environments, proof of ability to obtain required performance bonds and insurance coverage, and three professional references for similar work. Awards will be made to the lowest responsive and responsible bidder, with the contract structured as an initial one-year term with options for four additional one-year renewal periods subject to funding availability and mutual agreement.

Minority Business Enterprises are encouraged to submit proposals. Contractors must comply with Maryland's sex offender law and child sexual abuse/sexual misconduct employment history review requirements, and must maintain comprehensive general liability, business auto, workers' compensation, and umbrella liability insurance with SMCPS named as additional insured. A 100 percent payment and performance bond is required for contracts exceeding $100,000, with bond submission required within 10 days of contract execution. Pricing shall be submitted on a fixed-rate basis for hourly labor rates (technician and technician assistant), a percentage discount off manufacturer's list price for Telecor e-Series equipment, and per linear foot costs for data and audio cabling materials, with additional materials reimbursed at cost with receipts. SMCPS reserves the right to reject any or all bids, award the requirements in total or in part, or make multiple awards as deemed in its best interest. No specific budget range or incumbent vendor information has been disclosed; however, contract awards are contingent upon the availability of funding.
