About this opportunity
Brunswick County, North Carolina is issuing an Invitation to Bid (ITB) for plumbing services associated with the Longwood Road Sewer Project (DWI Project No. SRP-W-ARP-0297-CN3), a federally-funded infrastructure initiative. The procurement seeks a qualified plumbing contractor to install new building sewer plumbing from approximately 200 residences to County-installed grinder pump systems, including making physical connections to the pumps and disconnecting/abandoning existing plumbing from septic tanks in accordance with all applicable codes and regulations. The contractor must furnish all labor, materials, and equipment necessary to complete the work and is responsible for obtaining all required permits and securing necessary approvals. Work must be completed within 150 consecutive calendar days from the Notice to Proceed, with a deadline no later than October 30, 2026, and liquidated damages of $1,000 per day will apply for each calendar day beyond substantial completion. Sealed bids must be received by 2:00 PM ET on Wednesday, April 22, 2026, at the Brunswick County Public Utilities Operations Center, 250 Grey Water Road NE, Supply, NC 28462, where bids will be publicly opened and read aloud. An optional pre-bid meeting was held on March 12, 2026, and site visits may be scheduled by contacting Regina Quintos-Pascual at regina.quintos@brunswickcountync.gov. The contract will be awarded to the lowest responsive, responsible bidder on a firm, fixed-unit price basis, with all costs inclusive of labor, materials, equipment, mobilization, overhead, permits, utility coordination, and all ancillary items. Addendum No. 1, issued on April 15, 2026, clarifies that the 200 connections represent an estimated quantity and that the actual number may vary due to electrical capacity issues, site conditions, and property owner readiness, with adjustments to be handled through change orders.
The project is funded by Federal Fiscal Recovery Funds from the American Rescue Plan Act (ARPA) administered through the North Carolina Department of Environmental Quality, with a maximum award of $14,956,200 expected to fund approximately 100 percent of plumbing services. Contractors must comply with Davis-Bacon Act prevailing wage requirements, which specify minimum wages ranging from $9.21 to $15.41 per hour depending on worker classification, and must incorporate the updated General Decision NC20260078 into their contract. All bidders must be properly licensed plumbing contractors and may not sublet more than 50 percent of work without express written County consent. Required qualifications and compliance measures include maintaining a performance bond and payment bond each equal to 100 percent of the contract price, carrying minimum insurance coverage of $2,000,000 general aggregate, demonstrating good faith efforts to utilize minority and women-owned businesses, and maintaining E-Verify compliance. No bid bond is required at submission; however, the awarded contractor must furnish Performance and Payment Bonds only after Notice of Award. Brunswick County will waive all County-related fees, including permitting fees, for this grant; however, the plumbing contractor remains responsible for submitting permit applications and obtaining all required approvals and coordinating day-to-day scheduling with the County Inspector.
